ILGA-Europe overview

ILGA-Europe is the European and Central Asia Region of the International Lesbian, Gay, Bisexual, Trans & Intersex Association (ILGA). ILGA-Europe is a membership-based organisation bringing together over 700+ organisations from 54 European and Central Asian countries, making it an excellent platform for joint advocacy and movement development. As part of its mandate, ILGA-Europe both advocates for human rights and equality for LGBTI people in Europe and Central Asia; and strengthens the LGBTI movement throughout its capacity building programme. ILGA-Europe also supports strategic litigation cases on SOGIESC matters by filing third-party interventions with the European Court of Human Rights (ECtHR) and by providing support to applicants and counsel before the Court of Justice of the European Union (CJEU). Together with its members, ILGA-Europe also monitors the implementation of judgments from both courts.

Goals for this consultancy

The purpose of this consultancy is to develop an online database of case law and pending cases before the ECtHR and CJEU on SOGIESC matters, including implementation status, which would allow users (legal professionals, civil society organisations, institutions, researchers, litigation actors before both courts) to access an up-to-date list of cases and information on cases (including summary) and to conduct research using filters (e.g. filter by court, country, date, keywords, etc.).


Role of the consultant

  • Design the database structure (on Excel or other relevant tool) with a list of fields to fit the purpose
  • Collect and fill out the master file with the corresponding information for ECtHR and CJEU case-law (comprehensive list of judgments and pending cases)
  • Collect and fill out the master file with the corresponding information on the implementation progress of ECtHR and CJEU cases pending implementation

Role of ILGA-Europe

  • Provide guidance to the consultant on the direction of work
  • Support the logistical organisation of consultations and meetings with ILGA-Europe team
  • Provide documentation already collected around work done, needs, challenges, and practices in place on litigation and legal developments within the organisation
  • Review a draft database structure and provide feedback to the consultant
  • In case of disagreement, final decisions in relation to content are made by ILGA-Europe

Expected deliverables

  • A master file with fields to be filled out for each case
  • Corresponding data filled out in the master file for ECtHR and CJEU case-law (judgments and pending cases) on SOGIESC matters
  • Corresponding data filled out in the master file for ECtHR and CJEU judgments under implementation
 
Who we are looking for

The consultant should have working experience in areas described in this Terms of Reference (ToR), and in particular:

  • Advanced skills in legal research
  • Working knowledge of the European human rights systems, including ECtHR and CJEU case-law and implementation mechanisms
  • Technical knowledge in quantitative research, including familiarity with data analysis tools (e.g. Excel)
  • Proficiency in managing and coordinating research tools, database and platforms
  • Excellent communication and coordination skills
  • Ability to work proficiently in English
