Job Purpose:
Project Monitoring, Evaluation and Learning (MEL) Officer – GYM Project Coordination Team Leads Remote. Candidates can be based anywhere in the world. If the appointment is in or near to London, they will be invited to work from the WAGGGS headquarters for two or more days a week. IFRC Custodian Focal Point, Senior Co-lead for Youth-led Solutions (Outcome 1), Senior Co-lead for Capacity Building (Outcome 2), GYM Project Coordination Team, IFRC internal teams, Designated Leads and/or key MEL staff in each Big Six organisation, Youth Empowerment Fund (YEF) Project Steering Group, national member organisations of Big Six organisations, youth working group members/young people involved in GYM, WAGGGS staff particularly MEL team, The Monitoring Evaluation and Learning Officer will play a leading role in working in the Project Coordination Team (PCT) and with the Big Six Designated Leads (DLs) to build on the existing comprehensive implementation of the EU Youth Empowerment Fund Planning, Monitoring, Evaluation, and Reporting framework.

Key Responsibilities:
- Provide oversight of the project MEL efforts ensuring quality implementation and full compliance with the EU reporting requirements.
- Update the project logframe including indicators, targets and baseline.
- Facilitate the development and implementation of MEL frameworks and tools aligned with GYM objectives.
- Liaise with PCT and implementing partners to collate and summarise data on output and outcome deliverables according to EU reporting timelines and methods.
- Recruit and manage Youth Project Report Reviewer volunteers for mid-term and final report assessments, supporting and guiding them to meet their responsibilities according to established guidelines and standards.
- Support the development of relevant project reporting on a monthly and quarterly basis for Steering Group and Board meetings, situational reports and annual reporting
- Lead capacity building initiatives and provide ongoing technical support to MEL focal points across the implementing organisations to strengthen data collection, analysis, and reporting practices
- Promote knowledge sharing and continuous learning across the implementing youth organisations.
- Contribute to the staff activities of WAGGGS through limited and occasional participation in staff meetings and event and other activities as appropriate
Qualifications:
Bachelor’s degree in social sciences, economics, international development, statistics, or related field
Understanding of inclusive MEL practices, including data disaggregation (eg. gender, age, region)
Proficiency in managing, streamlining, and analyzing large datasets
Excellent writing, data visualization, and reporting skills for diverse audiences
Advanced computer literacy (including MS Office – especially Excel) and digital MEL tools like online surveys
Strong organizational skills and ability to manage MEL processes across multiple countries and partners
Demonstrate an understanding of gender, education, youth and social development issues
Demonstrate commitment to work with and support diverse teams
Demonstrate ability to work independently and take initiative to lead the efforts to effectively meet M&E needs
Flexibility to changing situations and priorities
Fluent in spoken and written English.
