Project measures:
The Project shall provide financing for water loss reduction and other related measures for an approximate total investment volume of EUR 50-70 million in the Mafraq Regional Operating Unit (ROU) located in the northern part of Jordan. The following measures shall be implemented under the Project:
• Network restructuring and establishment of district metered areas (DMAs)
• Rehabilitation/replacement of primary, secondary and tertiary pipes
• Installation/replacement of water meters (house and bulk water meters)
• Replacement of house connections
• Digitalisation of network management (e.g., SCADA, predictive pipe replacement database, etc.),
• Leak detection equipment
• Operation and maintenance, including commercial/customer management.
Requested Consulting Services:
The Gender and Social Awareness Consultant (“GCAS”) shall assist WAJ in preparing and implementing a gender strategy for the Project and support the implementation of the Project and its sustainability through various types of community engagements and assistance in case of conflicts as well as with other tasks foreseen in the Project´s scope including:
i. Prepare a project-related conflict analysis
ii. Prepare a Gender Action Plan (GAP)
iii. Develop strategies that are sensitive to the unique needs and challenges faced by women and vulnerable groups.
iv. Design and conduct campaigns to raise citizen awareness, participation and social accountability
v. Promote behavioral change and integration of improved water use practices
vi. Assistance in conflict resolution in case of conflict between PBC contractor and local communities and individuals;
vii. Strengthen/promote activities of “Water Wise Plumbers”
viii. Implement activities to increase the role of women as participants and beneficiaries of the Project;
ix. Coordinate the gender related activities with the Gender Department at MWI;
x. Support Employer in reporting to KfW
xi. Monitor and evaluate the effectiveness of community engagement activities, collect feedback from participants, and make recommendations for improvement; and
xii. Collaboration with local authorities as needed.
