Organizational Setting and Reporting Relationship
While the position of Senior Gender Officer resides with the Gender Equality Division (CCGE) within the Climate Change and Sustainable Development Department (CCDD), you will be strategically assigned to the Pacific Subregional Office (SPSO) in Suva, Fiji. CCSD leads thematic operations, knowledge innovation, and partnerships. CCGE provides technical leadership for gender across ADB operations and knowledge work in line with ADB's corporate commitments (Strategy 2030). SPSO serves as the focal point of ADB for programming, processing, and administering assistance in the Cook Islands, Fiji, Kiribati, Niue, Samoa, Tonga, and Tuvalu.
You will:
- Provide technical and analytical support to SPSO for contributing to the implementation of ADB's long-term corporate strategy (Strategy 2030) and its mid-term review which recognizes need for closing gender gaps and women's empowerment under the resilience and empowerment strategic focus area.
- Support the incorporation of gender equality concerns in the design of projects and programs categorized as Gender Equality Objective (GEN), Effective Gender Mainstreaming (EGM) and Some Gender Elements (SGE) through supporting preparation of gender assessment and action plans (GAAPs), providing inputs to the relevant project preparatory documents and joining project preparation missions.
- Support monitoring the implementation of gender actions and progress towards gender targets at project and portfolio levels against departmental and corporate targets. Provide gender and development review and technical support to project implementation teams to enhance project quality and compliance on gender equality.
- Review and provide inputs to progress monitoring and completion reports including regular project GAAP updates; summary of gender equality results for project completion reports; gender inputs to mission reports, including Aide Memoires or Memorandum of Understanding, and back-to-office reports.
- Support SPSO country management teams (CMT), and coordinate work on gender equality for CMTs, including preparation of inputs on gender for Country Partnership Strategy (CPS); Country Performance Assessment (CPA) process; support Country Portfolio Review Missions (CPRMs) and Country Programming Missions (CPMs).
- Contribute to gender equality knowledge work and events, external partnership building and representation, and other tasks as part of wider CCGE work program, as assigned.
Qualifications
- Bachelor's degree in gender equality, social sciences, development studies, economics, or related fields, preferably with Master's Degree or equivalent.
- At least 8 years of work experience in gender equality and women's empowerment; and at least 4 years of supervisory experience.
- Understanding of and commitment to gender equality in development work especially in SPSO Countries (Cook Islands, Fiji, Kiribati, Niue, Samoa, Tonga, and Tuvalu).
- Project management experience, preferably relevant to gender equality in development projects or programs.
- Experience in knowledge production, events management and communications.
- People management skills.
- Written and verbal proficiency in English
- Ability to work collaboratively as a team member in a multicultural environment.
