Objective and Purpose of the Assignment
 The Tajikistan government’s long-term development strategy identifies the undeveloped institutional framework of pension insurance as a key problem of the social protection system of the country and calls for a transition to an insurance- and savings-based approach in pensions, including pensions for labor migrants. Among the strategy’s tasks is the development of the concept of pension system reform for a gradual transition to a pension system based on insurance principles with an individually funded (contributory) component and raising the average pensions to average wage ratio (replacement ratio) in Tajikistan to international benchmarks. 

Scope of Work
The expert will be part of a team of individual consultants engaged under the technical assistance. The team will be led and managed by the International Social Protection Sector Specialist/Team Leader. The expert will report to the ADB Project Team Leader in consultation with the ADB Gender Officer, and the ADB Senior Safeguards Specialist (Social).
Detailed Tasks and/or Expected Output
The consultant’s tasks will include: 
(i) prepare poverty, social, and gender analysis, including gender disaggregated analysis of the gender and social impacts and benefits of the project; 
(ii) develop proposals on strengthening the social impact and gender equality promotion of the state social insurance and pension system, including on increasing access by the marginalized youth and women; 
(iii) prepare a gender action plan for the project and conduct capacity building on its implementation for ASIP; 
(iv) promote the participation of the stakeholders, vulnerable groups and girls/women, and civil society organizations in the design of the project (including with the trade unions, national chambers of commerce and women’s business associations); 
(v) prepare a social safeguard due diligence report to confirm absence of land acquisition and resettlement impacts, or a land acquisition and resettlement plan if any impacts are envisaged based on the ADB Safeguard Policy Statement (2009); 
(vi) support to ADB project team in finalizing social due diligence linked documents for the RRP and gender sections of the RRP and the PAM; and 
(vii) ensure that all project inputs, including procured equipment and software are gender-inclusive.

All deliverables must be acceptable to ADB and ASIP before payment claim is submitted. 
Minimum Qualification Requirements
 The consultant must have post-graduate degree in social science, politics or other relevant disciplines and at least 10 years of relevant experiences in gender gap analysis, capacity development in gender issues, and gender-responsive design of ADB- or World Bank-funded projects. 
The expert should have excellent speaking, written communication, and presentation skills in English, and proven ability in report writing for professional purposes. Job-relevant experience in social protection projects will be a strong merit.
