Cowater is recruiting a Gender Equality, Disability and Social Inclusion (GEDSI) Specialist for a new Global Affairs Canada-funded project in Colombia – the Fund Management Services for the "Outcome Fund for Education Results" (OFFER) Project that will support improvements to education quality and access to education in Colombia through the utilization of an innovative Challenge-Fund Mechanism. The overall objective is to improve education so that learners in Colombia have improved opportunities for access, retention, and achievement in the education system.
 
KEY RESPONSIBILITIES  
The GEDSI Specialist, based in Colombia, will ensure the practical implementation and local adaptation of the project’s GEDSI strategy, ensuring that gender equality, disability inclusion, and social inclusion principles are effectively embedded within the Pay-for-Results challenges. The Specialist will ensure that the GEDSI framework is locally relevant, responsive to community needs, and effectively integrated into service provider implementation and project monitoring. 
 
Specific responsibilities include: 
  • Conduct a gender and inclusion assessment to analyze barriers to equitable access, retention, and achievement in the education sector, identifying specific challenges that should be addressed in the Pay-for-Results challenge design. 
  • Develop and operationalize a GEDSI strategy tailored to Colombia’s education sector, ensuring that it drives meaningful change at the service provider and community levels. 
  • Provide hands-on advisory support during the design and rollout of the first Pay-for-Results challenges, ensuring GEDSI considerations are built into challenge criteria, service provider engagement, and beneficiary selection. 
  • Support the development and adaptation of monitoring tools that track gender-disaggregated data and GEDSI impact within Pay-for-Results challenges, ensuring effective measurement and learning. 
  • Support (as needed) local stakeholders, service providers, and implementing partners through capacity-building sessions, ensuring they have the technical knowledge and tools to implement GEDSI-responsive interventions. 
 
JOB REQUIREMENTS 
Education: 
  • A Master’s degree or equivalent in in Gender Studies, Social Sciences, Education, or a related field. 
Minimum Experience: 
  • At least 5 years of experience in gender, disability, and social inclusion work, preferably in the education sector. 
  • In-depth knowledge of gender equality, disability inclusion, and social inclusion frameworks and methodologies. 
  • Strong understanding of Colombia’s social, cultural, and institutional landscape. 
  • Demonstrated experience conducting gender and inclusion assessments and developing strategies. 
  • Proven track record in designing and delivering capacity-building initiatives. 
  • Familiarity with results-based financing mechanisms is an asset. 
Language Proficiency: Spanish, English an asset
