Gender-based violence (GBV)
The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Climate Resilience and Water Security in Angola-RECLIMA and intends to apply part of the proceeds of the financing to procure the services of an individual consultant for the position of Gender-Based Violence (GBV) Specialist in the Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA).

The Financial and Contract Management Unit (FCMU-WB/AFD) intends to engage the services of a Gender Based Violence (GBV)  Specialist to perform activities related to preventing, mitigating and responding to Sexual Exploitation and Abuse (SEA) and Sexual Harrassement (SH) as part of RECLIMA project´s environmental and social standards. The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.).

The candidate for this position must have the following minimum qualifications and skills:

 

  • A university degree in the fields of social and human studies.
  • Post-graduation degrees in related fields, such as gender studies, are considered to be an advantage.
  • A minimum of five years of professional experience in social projects in Angola following the completion of one's qualification.
  • Previous experience of at least 3 years with water supply and sanitation projects is considered an advantage.
  • Experience of at least three years in overseeing GBV prevention and management initiatives.
  • Experience in GBV/SEA/SH prevention and response.
  • Experience with documents review, as tender documents, conduct and write evaluation reports.
  • Experience in facilitating training with participatory and interactive methodology on various topics related to gender equality and GBV is considered an advantage.
  • At least 3 years of experience with awareness campaigns on women's rights, gender equality, GBV, and/or reproductive health is considered an advantage.
  • Experience in engaging with diverse groups of stakeholders.
  • Experience with the implementation or coordination of Grievance Redress Mechanism or Conflict Resolution Mechanism is considered an advantage.
  • Excellent knowledge of the guiding and ethical principles that govern working with GBV survivors.
  • Good practices in implementing activities to prevent and control GBV/SEA/SH.
  • Good knowledge of the World Bank's environmental and social protection policies is considered an advantage.
  • Good knowledge of Angola's national legislation on GBV and experience working in Angola is an advantage.
  • Fluent in Portuguese Working knowledge of English
  • Technical Skills: Computer literacy.
The assignment of the Gender-Based Violence Specialist will be for a period of 24 months, on a full-time basis, with possible extension upon satisfactory performance.
