Scope of Works and Responsibilities

Ensure nomination of gender focal points across different stakeholders for Rogun HPP:
• Ensure gender focal points are nominated across the implementing agencies and the contractors with clearly defined roles and responsibilities
• Design and deliver a module on gender to be included in the induction trainings for all new staff Support building capacity to address GBV/SEA/SH risks at or near the Rogun HPP project site, resettlement sites, within the three entities implementing the Rogun HPP project and EPC contractors/
• Works with the HR and Procurement Team to ensure appropriate clauses relating to GBV/SEA/SH are embedded as Rogun HPP Code of Conduct (CoC) for all project workers and staff including security staff;
• Ensures that all contractors, suppliers and service providers are fully compliant with the Rogun HPP Code of Conduct;

Developing economic and social opportunities for project affected women and girls.
• Work with the Gender Specialist from DFZ to identify and continue developing opportunities for women seeking economic and social opportunities as part of resettlement and livelihood restoration processes.
Creating greater opportunities for women as workers/employees at the Rogun project site and in the three entities involved in the implementation of the Rogun project (OJSC, Rogun PMG, DFZ)
• Oversee procurement of a consulting firm to conduct a diagnostic study to establish targets for women in management and technical position in corporate strategies for OJSC, Rogun and DFZ;
• Oversee design and rollout of recommendations from the diagnostic study for OJSC, Rogun HPP and DFZ including awareness raising in relation to the wide range or jobs available on the Rogun HPP including within OJSC, Rogun PMG and DFZ, including those available to women., flexible working hours, mentoring programs;

Experience and Qualification Requirements
• University degree in social sciences (or other relevant sciences) and at least 5 years of experience in the field of gender programs, including GBV;
• Experience of working on gender programs in energy sector;
• Experience of delivering gender trainings to varied stakeholders;
• Experience of interacting with local authorities and communities particularly on gender programming in energy sector;
• Experience working with projects funded by international organizations (World Bank, Asian Development Bank, EU, USAID, UNDP, or other international or bilateral donors);
• Excellent communication skills in Tajik and Russian - oral and written; knowledge of English will be an asset;
• Strong client focus and excellent computer skills (MS Office, etc.).
