Gender equality and Social inclusion (GESI)
The Ministry of Finance and Economic Management (MFEM) is the executing agency (EA) and is responsible for oversight of the project and ensuring that it is successfully managed and implemented. TAU is the implementing agency (IA), responsible for the implementation of the project, including the day-to-day project activities, in compliance with the provisions of the grant agreement and government policies and guidelines, project administration, preparation of withdrawal applications, and maintenance of records.
Detailed Tasks and/or Expected Output
The specific tasks include:
(i) Conduct gender awareness training/gender sensitivity trainings for the Project Manager, IA and EA, contractors, and other stakeholders.
(ii) Conduct orientation on the activities and targets of the GAP to the Project Manager, IA, EA, Contractor and other concerned stakeholders. The orientation will also include the roles and responsibilities of responsible persons/organizations, monitoring and reporting on GAP progress and gender equality results.
(iii) Provide technical guidance and necessary technical support to the Project Manager, IA and EA on GAP implementation.
(iv) Identify constraints and provide guidance and support to the Project Manager, IA and EA to resolve implementation issues/concerns.
(v) Prepare a gender capacity-building plan for project staff and beneficiaries; develop and conduct training for Project Manager, IA and EA on GAP and implementation of GAP activities.
(vi) Assist Project Manager in developing a sex-disaggregated project monitoring and evaluation system and ensure collection of sex-disaggregated data to monitor gender benefits and impact of the project.
(vii) Assist the Project Manager and IA in developing and integrating gender-related policies, guidelines, and mechanisms in the operations of the IA.
(viii) Conduct regular field trips to monitor GAP implementation and collect data reflecting progress on GAP targets and indicators.
(ix) Prepare quarterly progress reports, and coordinate with the Project Manager, IA and EA to facilitate submission to the ADB Gender specialist.
(x) Provide support for ADB review mission teams to ensure that GAP implementation is being adequately assessed and reported.
(xi) Propose amendments as needed and coordinate with the Project Manager, IA, EA and ADB Gender specialist to consider and endorse these amendments in the project review missions.
(xii) Act as the main focal point/contact for all gender-related activities between the project manager, the implementing agency, the ADB resident mission, NGOs, and other consultants.
(xiii) Prepare and conduct survey/s and focus group discussions at the beginning of project
implementation and before project completion to assess the gender impacts of the project.
(xiv) Prepare the Gender Appendix for Final Completion Report being prepared by the Project Manager.

Minimum Qualification Requirements
The expert should have a postgraduate qualification in social science, public administration or equivalent from a recognized institution and should have at least 5 years of relevant experience in social and gender mainstreaming in infrastructure projects.
Knowledge of gender issues in the energy sector and work experience on similar internationally funded projects is desirable.
