EnCompass LLC is seeking a Senior Gender Advisor for an upcoming five-year activity for the USAID Gender Leadership, Equity, and Advancement for Development (LEAD) Program. The USAID LEAD Program provides technical assistance and forward-leading programmatic support, thought leadership, and knowledge dissemination in gender integration to USAID Missions and Bureaus across sectors and focus areas. 

This position is based at EnCompass’ principal office in Silver Spring, Maryland. For the foreseeable future, EnCompass is using a hybrid work model where most positions are remote with voluntary in-person attendance at the office. The Sr Gender Advisor may be expected to work from client sites in the Washington, DC metro area, on occasion. Domestic and international travel may be required. Must be legally authorized to work in the U.S. for any employer without sponsorship.

Responsibilities

  • Provides leadership and technical expertise on gender equality and inclusive development technical analysis, design, and implementation
  • Serves as a Task Team Lead or technical advisor on LEAD work orders
  • Collaborates with the LEAD Chief of Party for task intake, developing task scopes of work, and finalizing tasks budgets
  • Identifies consortium team members (staff and/or consultants) to fulfill tasks
  • Onboards and launches task teams, ensuring roles and expectations are clear
  • Monitors the technical and financial performance of tasks
  • Oversees development of reports, protocols (including analysis plans), data collection instruments, and other gender analysis and related products
  • Provides technical guidance and quality control of products and resources, with a focus on standardization, timeliness, technical rigor, effective communication of technical work, and use
  • Adheres to EnCompass gender and inclusive development best practices and serves as a model for LEAD staff regarding gender, inclusive development, and social inclusion
  • Designs and oversees work of others designing for meetings, trainings, and workshops using utilization-focused, appreciative, participatory, adult learning methodologies and approaches
  • Ensures integration of collaborating, learning, and adapting (CLA) principles across all aspects of technical work
  • Contributes to, develops, and deepens innovative approaches to gender equality and inclusive development and participates actively in the broader technical community
  • Contributes to thought leadership and represents EnCompass in relevant professional (formal and informal) communities as a subject matter expert
  • Serves as point of contact for client and manages client and partner relations for assigned projects
  • Provides project budget management and oversight
  • Oversees development and implementation of internal and external project work plans
  • Identifies and/or develops solutions for any technical or implementation-related challenges
  • Supervises and mentors emerging and established staff
  • Contributes to developing and improving project and team management and communications systems within the gender equality and inclusive practices portfolio, and systems for integration across other projects and activities
