Background
The International Planned Parenthood Federation (IPPF) is a global service provider and advocate of sexual and reproductive health and rights for all. IPPF is made up of 118 Member Associations, 15 collaborative partners, and a secretariat that is spread over 10 offices worldwide. IPPF currently works in 142 countries. The East and Southeast Asia and Oceania Regional Office (ESEAOR) through its Sub Regional Office for the Pacific (SROP) supports nine Pacific Member Associations under the Niu Vaka Strategy Phase II (2023-2028), which aims to break barriers and enable quality SRHR services for all. IPPF, under the Pacific Women Lead (PWL) framework, aims to strengthen youth networks, leadership, and advocacy in SRHR Purpose IPPF is commissioning a strategy consultant to develop the Pacific Youth SRHR Strategy, ensuring alignment with:
• Pacific regional frameworks and commitments to SRHR
• The Blue Pacific Strategy
• Intersectional priorities, including SOGIESC, disability rights, and climate change
The strategy will enhance youth participation in accountability mechanisms, ensuring meaningful contributions to policies and programs. It will include an 8-year vision with a detailed 3-year implementation plan and a youth-friendly version of the strategy. This strategy will be developed in collaboration with diverse groups, including those focused on SOGIESC, disability rights, and climate change, as well as with governments and regional organizations. Strengthening youth participation in accountability mechanisms is a key component, ensuring that youth actively contribute to SRHR policies and programs.
Scope of Work
The consultant will:
1. Conduct a desk review and research
2. Conduct Stakeholder Consultations o Engage youth networks, governments, and regional partners
o Conduct consultations/workshops across diverse youth groups
3. Strategy Development o Draft the Pacific Youth SRHR Strategy (aligned with regional commitments)
o Develop an 8-year vision and 3-year implementation plan
4. Youth-Friendly Version
o Create a simplified, accessible version of the strategy
5. Finalization & Reporting
o Incorporate feedback and finalize strategy documents
o Submit a final report on the process and key recommendations
Requirements Essential qualifications and professional experience required
• Proven experience in strategy development
• Expertise in youth engagement and SRHR
• Experience working in the Pacific region
• Experience working in the field of SRHR, gender, human rights, policy and advocacy
• Must have very good English written and oral skills and experience in facilitating workshops, analysis and report writing
