BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP Kenya CSP 2023-2027 was approved in June 2023 and went live in July 2023.  In the CSP, WFP Kenya commits to measuring the performance of the programme. This includes laying a solid baseline, monitoring, and measuring progress in achieving the set outcomes and assessing achievements and results at mid-term and end. The CSP baseline has been done.
The baseline provided a situational analysis, laying the foundation for Annual Outcome Monitoring (AOM). The AOM   will measure progress and performance of activities, providing concrete recommendations and lessons learned for programme improvement. The 2025 outcome monitoring is scheduled to begin in January through to July 2025 with data collection scheduled in March through April; same period the baseline data collection took place. Both the baseline and the 2025 outcome monitoring will feed into CSP mid-term review scheduled for late 2025/early 2026. The review will provide an evidence-based, independent assessment of the performance of the CSP so that WFP and its partners can adjust course as necessary for the remainder of the CSP period.
The 2025 outcome monitoring will cover the entire CSP hence all the CSP outcomes. With the planned implementation of Differentiated Assistance (DA) for refugees programming, the 2025 outcome monitoring will also form a strong foundation for measuring performance of the DA approach and for each of the beneficiary categories.


DELIVERABLES AT THE END OF THE CONTRACT:
  • Technical note  with a clear methodology and timelines to execute OM while ensuring gender , crosscutting and supply chain  themes are fully included.
  • Final OM report with gender & crosscutting and supply chain chapters   fully included.
  • Summary of  key informant interviews, focus group discussions including quotes from KII’s and  FGD’s, etc.
  • Table of all standard and custom indicators with final values
  • List of sampled sites
  • All data including final analysis.

QUALIFICATIONS & EXPERIENCE REQUIRED:
  • At least a master’s degree in Social Sciences or Education, Statistics, Measurements, Nutrition, Agriculture or Gender.
  • Senior researcher with at least 15 years’ experience in evaluations.
  • Demonstrated expertise in managing multidisciplinary and mixed quantitative and qualitative method studies, complemented with good understanding humanitarian and development programming, capacity strengthening, nutrition, transition etc
  • Expertise in designing research and monitoring methodologies  and data collection tools and demonstrated experience in similar work. 
  • Leadership and communication skills, including a track record of excellent writing and presentation skills.
