Gender-based violence (GBV)

Main purpose of the role:

To work with and through the Safer Essex VAWG Steering Group, and alongside the lead officers for the Southend, Essex and Thurrock Domestic Abuse Board (SETDAB) and Sexual Abuse Strategic Partnership (SASP), to co-ordinate the multi-agency response to Violence against Women and Girls (VAWG), particularly womens safety in the public realm and VAWG perpetrated online. To develop and oversee the implementation of a concise, countywide Safety of Women in Public Spaces Strategy. To oversee delivery of the VAWG-related elements of the Police and Crime Plan and Community Safety Agreement.


Main responsibilities:

  • Lead on and drive the VAWG Steering Groups programme of work, monitoring the progress and impact of each workstream, keeping up to date with key developments and reporting back to the Steering Group and other senior stakeholders so that they are assured and well-briefed on issues in real time, and able to respond to issues promptly as they arise.
  • Directly manage projects and workstreams designed to reduce violence against women and girls as required, utilising appropriate programme and project management methodologies.
  • Work closely with colleagues within the PFCCs office and in a wide range of external agencies to support the development and delivery of effective policies, strategies and projects to tackle VAWG.
  • Prepare briefing papers and respond to requests for information and enquiries as required.
  • Develop and maintain strong, productive relationships with a wide network of internal and external contacts locally, regionally and nationally in order to facilitate effective joint working, campaigns and lobbying activity to prevent and address VAWG across Southend, Essex and Thurrock.
  • Lead on or contribute as required to the preparation of any relevant needs assessments, in order to inform service and project planning and shape commissioning intentions.
  • Scope and develop ideas for new support and prevention programmes and initiatives for consideration by senior officers and elected officials across the partnership.
  • Please also note that all posts within the PFCCs office are politically restricted (as set out in Schedule 16 of Police Reform and Social Responsibility Act 2011).

Necessary experience:

Educated to degree level or equivalent experience.

Demonstrable experience, around 5 years, of successfully developing and maintaining effective multi-agency partnerships to deliver shared strategic objectives.

Sound working knowledge of the legislative and policy framework relating to violence against women and girls, and of the roles and responsibilities of different organisations in relation to VAWG.

Ability to think and act strategically and creatively to develop and deliver practical and innovative solutions to complex issues.

Excellent interpersonal, communication and engagement skills, with a proven ability to liaise with and present clearly, confidently and appropriately to senior internal and external stakeholders (including elected officials), using the best methods for the task.

Political awareness, diplomacy and sensitivity.
