Gender-based violence (GBV) PSEA/ Safeguarding

Key responsibilities
Technical stewardship of Trócaire’s Protection of Women and Girls (specialised GBV) programming
• In collaboration with the Senior Humanitarian Protection Advisor and the GBViE & MHPSS Programme Coordinator, as
well as the wider Goal 3 team, help to define the strategic direction and oversee quality programming in the delivery of
Trócaire’s commitments to Protection of Women and Girls as a key humanitarian priority, as outlined in the 2021 – 2025
Strategic Plan and Protection and SGBV Framework.
• Provide technical guidance and stewardship to Trócaire and local partner staff in your focus countries on the design and delivery of holistic protection, voice and leadership programming in line with international standards of best practice, including the Inter-Agency Minimum Standards for Gender-Based Violence in Emergencies Programming (2019) and the IASC Guidelines on MHPSS in Emergency Settings (2007).
• With technical guidance from the Women’s Empowerment Advisor and the Women’s Empowerment Advisor (Social Norms Change), act as focal point on interventions to support women’s and girls’ voice and leadership in your focus countries.

Research, Learning, Policy and Advocacy

• Contribute to research and learning pieces that relate to the Protection, Voice and Leadership programming, where
appropriate (such as initiatives linked to the Irish Aid-funded ICSP 2023 – 2027 programme, the GBV AoR or to the
ICGBV).
• Feed into the development of policy briefs and advocacy messages as required, reflecting global Protection of Women
and Girls priorities as well as the perspectives of the partners and communities we support.
Internal and External Stakeholder Engagement and Representation
• In collaboration with the wider Goal 3 and Policy and Advocacy teams, build links with, and represent Trócaire at, relevant national and international working groups and networks for protection/GBV – e.g. the GBV AoR and its members, the Call to Action on Protection from Gender-Based Violence in Emergencies, the Irish Consortium on Gender-Based Violence.
• Work with colleagues across the organisation to ensure coherence and synergy. This includes collaboration within the
Programmes team and with colleagues in Humanitarian; Policy; Safeguarding; Programme Impact and Learning; and
Partnership and Localisation teams.

Essential Requirements
o Fluency in written and spoken English. Knowledge of Arabic a benefit
o Minimum 5 years in the humanitarian / development sector in a programmatic role, including at least 2 years
living and working in a humanitarian / development context. 
o Minimum 2 years designing and implementing GBV programmes in humanitarian settings
o With feminist, participatory, community-led programming approaches, including strategies for supporting the
participation of potentially marginalised / at-risk groups
o Supporting skills building and capacity strengthening, including developing training materials, providing training
to a range of audiences and providing accompaniment / mentoring support
