Governments, intergovernmental organisations, and humanitarian agencies rely on vulnerability criteria to inform decisions regarding humanitarian assistance and refugee status for asylum seekers and forcibly displaced persons. These criteria profoundly impact access to essential services and protection. This consultancy aims to critically review and analyse these criteria through a feminist and queer lens, identifying gaps, biases, and areas for improvement.
About Liminality Research Consrtium:
The Liminality Research Consortium, hosted by the Gender Centre at the Geneva Graduate Institute, conducts comparative, multi-country, and multidisciplinary research to examine the gendered structural vulnerabilities of refugees of diverse sexual orientations and gender identities/expressions. Using collaborative, multi-stakeholder approaches, the Consortium employs methods such as Photovoice and qualitative interviews, applying an intersectional feminist and queer lens to explore structural factors affecting the health and well-being of queer refugees in their diversity. Dr Heidari, Senior Researcher at the Gender Centre, serves as the Principal Investigator and coordinates the Consortium.
Objective:
The consultant will conduct a comprehensive review and analysis of vulnerability criteria used by governmental, intergovernmental, and humanitarian agencies in Lebanon, Turkey, Greece, and Switzerland. The consultancy will also examine criteria promoted or utilised by UNHCR and the European Union Agency for Asylum (EUAA), focusing on inclusivity and sensitivity to feminist and queer perspectives.
The consultant will conduct a comprehensive review and analysis of vulnerability criteria used by governmental, intergovernmental, and humanitarian agencies in Lebanon, Turkey, Greece, and Switzerland. The consultancy will also examine criteria promoted or utilised by UNHCR and the European Union Agency for Asylum (EUAA), focusing on inclusivity and sensitivity to feminist and queer perspectives.
Key Responsibilities:
- Conduct a desk review of vulnerability criteria employed by the target countries and agencies, including but not limited to UNHCR and EUAA.
- Analyse the application of these criteria in decision-making processes for humanitarian assistance and refugee status determination.
- Examine the inclusivity of the criteria, with specific attention to gender, sexual orientation, gender identity, and intersectional vulnerabilities.
- Identify biases, gaps, and inconsistencies in the criteria and their implementation.
- Engage with relevant stakeholders, including representatives from governmental and humanitarian agencies, feminist and queer organisations, and affected communities, to gather insights and validate findings through key informant interviews.
- Prepare a comprehensive report outlining findings, analysis, and recommendations.
Deliverables:
- Inception Report: Methodology and work plan.

Comprehensive Report: Including:
- Review and analysis of existing vulnerability criteria.
- Stakeholder perspectives and key insights.
- Recommendations for inclusive and equitable criteria.
- Presentation of Findings: Delivered to the Research Consortium and Liminality Research-Advocacy-Policy Coalition.
Qualifications and Experience:
- Advanced degree in social sciences, gender studies, human rights, international relations, or a related field.
- Demonstrated experience in conducting reviews, policy analysis, or research in humanitarian or refugee contexts.
- Strong understanding of feminist and queer theories and their application in policy and programme analysis.
- Familiarity with operational frameworks of humanitarian and asylum agencies is an advantage.
- Proven ability to work with diverse stakeholders, including marginalised communities.
- Excellent analytical and writing skills in English.
