SUMMARY:
The Learning and Evaluation Officer is responsible for the design and implementation of the Monitoring, Evaluation, and Learning plan for the Kaleidoscope/Co-Impact Gender Fund activity. In addition, the Learning and Evaluation Officer will be responsible for leading analyses for reporting, decision-making, and continuous improvement including facilitating reflection and planning with partners in the Co-Impact consortium and will help lead systematization of MEL efforts across Global Fund for Women.

KEY RESPONSIBILITIES
  • Develop and implements Monitoring, Evaluation, and Learning (MEL) plans, specifically for the Co-Impact Activity, that are aligned with Global Fund for Women’s movement- led approach and guided by the key learning questions for the project.
  • Work collaboratively with stakeholders to create an MEL system for data collection and analysis that generates high quality and useful information for different stakeholders and contributes to the development of annual plans.
  • Facilitate and support data use among project staff and key stakeholders through key analyses and established feedback loops and supports activity adaptation.
  • Collaborate with and support grantee partners to develop and implement individual and collective MEL work as appropriate.
  • Oversee implementation of the project’s baseline, end-of-year, and end-of year project data collection, analysis and reporting
  • Collaborate with and support project staff to use data for decision making and performance improvement.
  • Participate in cross project reflection, analysis, and continuous improvement processes with Learning & Evaluation team.
  • Lead collaborations within and across different bodies of evaluation work to systematize evaluation framework across the organization.

KEY SKILLS/WAYS OF DOING
  • Monitoring, Evaluation and Learning professional with experience using feminist or participatory approaches; experience in Developmental Evaluation a plus.
  • Demonstrated experience in qualitative and quantitative research
  • Experience developing and implementing monitoring and evaluation plans for project- based initiatives funded by government grants in international contexts including report writing.
  • Strong fluency in Microsoft Excel, preference for experience in relational databases
  • Demonstrated ability to synthesize data and create fit-for-purpose
  • Bachelor’s degree required, Master’s degree in social science field
  • Strong interpersonal skills, ability to work with multiple expertise(s) and personalities and manage feedback.
  • Excellent knowledge of international development issues with emphasis on gender justice and social movements
