Established in January 2023, Dalan Fund fills critical gaps in resourcing Central and Eastern Europe, the Caucasus, Central and North  Asia (CEECCNA) regions with a movement-defined strategy and participatory resource distribution mechanisms.  The Fund supports systemic alternatives and political visions led by intersectional movements sprouting amid the regions´ seismic political shifts and multi-crises.

Core Responsibilities:
  • Conceptualizes the program, building on lessons learned from the Dalan Fund’s Pilot and Crisis response Cycles;
  • Coordinates recruitment of Romani Participatory Decision-Making Committee (Romani PDMC) including conducting outreach to the community and disseminating ToR, reviewing applications with the DF team and Romani Advisors, conducting interviews, and onboarding selected Romani PDMC members;
  • Co-facilitates sessions with Romani PDMC and together with Romani PDMC co-develops and writes required documentation, including but not limited to concept notes, funding priorities and criteria, outline of the application process, call for proposals, guide for participatory decision-making, procedure for due diligence, grant reporting guidelines;
  • Supports outreach and dissemination of the call for proposals;

Additional Responsibilities:
  • Contributes to wide organizational processes connected to resource distribution strategies development; feminist structure and organizational culture; organization-wide monitoring, evaluation, accountability, and learning process; community outreach; resource mobilization; research, advocacy, and communications;
  • Supports with widening the fund´s regional networks and connections to grassroots organizers, and co-creates a shared political analysis grounded in regional expertise;
  • Contributes towards ongoing movements mapping for the regions;

Needed skills and personal qualities:
  • Lived and professional experience with Romani organizing in Central and Eastern Europe, with strong connections with Romani collectives and comprehensive understanding of intersectional Romani movements; 
  • Sensibility and ability to navigate the dynamics within the movements and communities with care, caution, and integrity, including attention to Do No Harm principles and dedication to collective care;
  • Empathy and ability to work with diverse cultures and different forms of literacy;
  • Comfortable with collective co-creation and participatory decision-making, with the ability to take initiative, be open to experimentation, and work efficiently both independently and as a team member. Ability to translate concepts into practice and procedures; being comfortable with setting up things from stretch through iterative learning;
  • Comfortable in working with remote teams based in different regions and working across various time zones;
  • Self-awareness and accountability to the team and community members, following up and following through;
  • Flexible, iterative, and adaptive to fast-changing environments;
  • Good facilitation and oral communication skills, as well as good research skills and ability to write coherently and engagingly in English, including producing contextual analysis of the field, synthesis of a range of conversations and collective thinking, and developing concept notes, procedures, guides, relevant documents, and opinion pieces;
  • Creativity and solution-driven thinking;
  • Ability to maintain well-organized and documented files;
  • Fluency in English.
