The USAID Project Management Specialist (Gender and Inclusive Development Advisor) is a key member of the Regional Office of Program Resources Management (RPRM) Activity Design Team, USAID/Philippines. The Specialist reports to the RPRM Deputy Office Director and provides policy and technical advice to the Mission and the OUs it supports in the area of gender and inclusive development and must be able to convey related highly specialized and complex concepts to diverse groups and stakeholders including senior U.S. government (USG) and high-level national personnel.
BASIC FUNCTION OF POSITION
The USAID Project Management Specialist (Gender and Inclusive Development Advisor) is a key member of the Regional Office of Program Resources Management (RPRM) Activity Design Team, USAID/Philippines. The Specialist reports to the RPRM Deputy Office Director and provides policy and technical advice to the Mission and the OUs it supports in the area of gender and inclusive development and must be able to convey related highly specialized and complex concepts to diverse groups and stakeholders including senior U.S. government (USG) and high-level national personnel.
The Specialist works across the Mission and the OUs it supports to advance these policies through all phases of the Program Cycle, including in strategic planning, activity design and implementation, and monitoring, evaluation, and learning. Critically, they strengthen the capacity of staff and implementing partners at the Mission and the OUs it supports to actualize these policies. The Jobholder serves as the Activity Manager of the Mission’s gender equality and inclusive development-focused awards. The Specialist supports A/COR/Activity Managers in their efforts to integrate gender equality and inclusive development principles, practices, and objectives into all other awards of the Mission and the OUs it supports. Using an intersectional approach, they help promote equality and equity for women, men, people of diverse gender identities, and marginalized groups in USAID’s programming.
MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION
To be considered for this position, offerors must meet the following minimum qualifications:
Education (PASS/FAIL) Note: Additional education may NOT be substituted for experience.
Completion of a Bachelor’s degree or equivalent advanced degree in Social Science, Law, Public Health, or other relevant discipline is required.
Prior Work Experience (PASS/FAIL) Note: Additional experience may NOT be substituted for education.
A minimum of five (5) years of progressive increase in responsibilities in gender equality and inclusive development integration work including gender and inclusive development analysis, and gender and inclusive development integration to project design, implementation, and reporting.
Experience must include design and implementation of inclusive development and gender equality and equity related projects and conducting or drawing on gender and inclusive development analyses, monitoring and evaluation and/or international development research.
