Description
Trócaire is one of Ireland’s top International NGOs having over 50 years of experience in international Development. Trócaire works through local partners and is a member of worldwide networks such as Caritas and Cooperation Internationale pour le Development et la Solidarité (CIDSE).
Key responsibilities:
In supporting both Trocaire and local partner to roll out key activities under the phase II project.
Technical engagement on roll-out of GBV-MHPSS Consensus Guidelines
· Led in implementation and tracking of project activities; primarily through facilitating dialogue sessions with GBV-MHPSS actors, peer spaces component and a technical workshop.
· Support the inclusion of consensus resources in the GBVAoR and MHPSS WG workplans and initiatives.
· Provide logistical and technical support in setting up and during running of dialogue and peer spaces.
Partner Accompaniment
· Provide partners with technical support in implementation of project activities throughout the project
· Support partners in providing timely and quality reports to Trócaire, both narrative and financial, in line with donor requirements.
Program Management
· Overall responsible for rigorous application of project cycle management standards to achieve program quality in design, implementation, and monitoring; for example, strengthening data collection, in-depth reporting and analyses, monitoring accountability initiatives, and documenting the impact of the Work in Gedo.
· Compile monthly cash forecasts for the GBV project and track budget expenditures to ensure timely utilization of funds vis-a-vis work plans and implementation schedules and adjust budget forecasts when needed.
· Oversee quality implementation of Trócaire run interventions.
Programme Quality and MEAL (35%)
· With support from Trocaire’s Protection Coordinator and MEAL Coordinator, support in baseline survey, reporting on dialogue sessions and peer spaces.
· Lead in identifying and documenting case studies from the project.
· Work with partners to develop and implement Monitoring and Evaluation (M&E) plans that are based on baseline data and clear indicators of impact
Representation and Coordination (20%)
· Help to build and maintain good working relationships with all stakeholder’s relevant government line ministries, local authorities and humanitarian actors in regional, State and national level.
· Represent Trócaire, and the work and perspectives of our partners, at all relevant cluster and coordination meetings and in particular the GBV Area of Responsibility and MHPSS working group in Somalia.
Other (10%)
· Build close collaboration with community level stakeholders as Trocaire’s focal person.
· Plan, coordinate, and oversee centre and staff work plans and ensure they are on track.
Requirements
· Third level qualification in Humanitarian or Development Studies, Gender, International Relations, Human Rights Law or related fields.
· 2 years of program management experience with at least 1 year of GBV/ MHPSS programming
· Experience working in humanitarian or insecure settings.
· Experience working with capacity building of local NGOs.
· Experience working in Somalia and/or deep knowledge of Somali preferred.
· Strong commitment to and understanding of Gender Equity.
· Fluency in Somali with strong oral and written communication skills in English.
