Gender equality and Social inclusion (GESI)
Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for a Gender Equity and Social Inclusion (GESI) Specialist position on the anticipated USAID-funded Healthy Ocean, Protected Environment (HOPE) for a Resilient Community Activity in Timor- Leste. The position will be based in Dili, Timor-Leste. The position is contingent upon the activity’s award and USAID approval.
Position Description: Working under the direction of the Chief of Party (COP) and in coordination and collaboration with other project staff, the Gender Equality and Social Inclusion (GESI) Specialist will provide expertise to ensure that USAID Healthy Ocean, Protected Environment (HOPE) for a Resilient Community Activity in Timor- Leste interventions enhance the inclusion of women, youth, Indigenous Peoples, people with disabilities, and other marginalized groups. The GESI Specialist will be responsible for providing expert guidance and technical support and ensuring the inclusion of GESI considerations across all project interventions. The Specialist will collaborate with various stakeholders to develop and implement strategies, approaches, and activities to empower marginalized groups.
Responsibilities:
* Lead GESI technical advising across all project activities, developing and implementing a comprehensive GESI strategy.
* Design and conduct GESI-specific analyses and assessments as needed, including the development of research methodologies, data collection tools, and leading data analysis and report writing.
* Provide guidance on integrating GESI considerations within project workplans and reviewing activity scopes of work (SOWs) to ensure GESI mainstreaming.
* Design and facilitate training programs and workshops to enhance project staff and stakeholder understanding of gender and social inclusion, ensuring alignment with USAID requirements and global best practices.
* Ensure that GESI considerations are consistently applied across project activities in alignment with USAID’s Gender Equality and Women’s Empowerment Policy, Policy on Promoting the Rights of Indigenous Peoples (PRO-IP), and Youth in Development Policy.
* Support GESI integration into Monitoring, Evaluation, and Learning (MEL) frameworks to track and evaluate project outputs, outcomes, and impacts for women and other marginalized groups.
* Additional Responsibilities: Perform other relevant duties as assigned to support GESI integration across project activities.

Minimum Qualification Requirements:
* Minimum bachelor’s degree in gender/women’s studies, social sciences, international relations, development studies, or a related field.
* Minimum of five (5) years’ experience in a professional role as a Gender or GESI Advisor, or in a similar capacity, with a focus on GESI integration in private sector development, marine, forestry, ecosystem management, biodiversity, or sustainable natural resource use initiatives.
* Demonstrated, in-depth experience working on gender equality and social inclusion issues within Timor-Lest and/or Southeast Asia, including conducting GESI analyses or research related to environmental conservation, sustainable livelihoods and/or private sector development.
* Understanding of USAID policies on gender equity and social inclusion, with the ability to ensure compliance and alignment.
* Strong analytical abilities with a track record of producing well-written, insightful reports.
* Professional proficiency in written and spoken English required.
* Candidates from Timor-Leste are strongly encouraged to apply.
