About the Program 

The Papua New Guinea (PNG) Australia Transition to Health (PATH) is a five-year (2020-2025) health sector program funded by the Australian Government under the PNG – Australia Partnership for Development. PATH works with the Government of PNG (GoPNG) to improve coverage and quality of health services for the people of PNG through effective, equitable, efficient, and inclusive interventions. 

 

Key Responsibilities 

Gender Equality, Disability & Social Inclusion:
  • Lead the strategic planning, implementation, and accountability for coherent delivery of the PATH GEDSI Strategy, GEDSI Mainstreaming Approach and emerging GEDSI priorities, including Women in Leadership outcomes. 
  • Provide leadership and technical advice to all PATH projects to improve equitable health systems and outcomes for women and girls, people with disabilities, marginalised and hard-to-reach communities. 
  • Oversee the coordination and coherence of GEDSI activities across all PATH projects, including at subnational level. 
  • Oversight and accountability for the effective management of existing and new grants and contracts within the GEDSI Unit portfolio, ensuring compliance with operational systems, policies and processes whilst promoting value for money.
  • Ensure PATH remains informed by sector-relevant evidence and technical expertise to drive best practice in GEDSI and safeguarding efforts. 
  • Deliver high quality briefs and reports for a range of audiences as required.
  • Ensure appropriate collection and management of GEDSI data for outcomes, indicators, and measures of progress/evaluation for the MERL Framework, Performance Assessment Framework, and annual planning processes.

Safeguards and Risk Management:
  • Provide oversight and guidance for the implementation of Abt Associates’ Child Protection (CP), Prevention of Sexual Exploitation Abuse and Harassment (PSEAH) and Fraud policies and procedures within PATH operations and programming. 
  • Ensure compliance with DFAT Safeguard protocols and requirements including timely reporting and effective risk management. 
  • Other duties as reasonably required by the Team Leader.

About You 

For applications to be considered, a response to the key selection criteria below must be provided;
  • Tertiary qualifications in a related fields or disciplines such as international or community development, gender equality, disability and social inclusion (GEDSI), public health, monitoring and evaluation, project management or public policy. 
  • Ten plus experience in international or community development, humanitarian or health-sector programs is required. PNG or Pacific experience is highly desirable. 
  • A demonstrated understanding of GEDSI and safeguarding and how to apply best fit practices for contextually appropriate development programming. 
  • Experience in broad coordination and facilitation internally and capacity building to internal  and external stakeholders in GEDSI.
  • Familiarity with organisation-wide aid management and quality assurance systems.
  • Excellent analytical and writing skills including the preparation of reports, briefs and policy analysis for a government and key stakeholder audiences.
  • Excellent interpersonal, negotiation and relationship management skills with proven results in working with senior leaders, external stakeholders and officials to achieve outcomes.
