Job Description

The Government of Angola has negotiated financing worth USD 200 million from the International Bank for Reconstruction and Development (IBRD) of the World Bank Group for the implementation of the Human Resources Training Project for Universal Health Coverage in Angola (PFRHS) and intends to apply part of the resources to the hiring of a GBV Specialist .

The general objective of this consultancy is to monitor and analyze the impact indicators of gender-based violence, as well as propose measures to mitigate these risks and impacts related to the Project.

The consultancy will last for twelve (12) months, renewable depending on satisfactory performance, financial availability and project needs. The terms of reference can be obtained at the email address indicated below .

The Human Resources Training Project for Universal Health Coverage in Angola (PFRHS) hereby invites eligible individual consultants (“Consultants”) to express their interest in providing the Services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services by submitting their curriculum vitae, academic certificates/diplomas, proof of professional experience and other supporting documents deemed necessary for the application.

The Consultant must have the following qualifications:

a. Have higher education, at the level of a degree in Sociology, Psychology, Anthropology, Law or other areas of Human Sciences;
b . Postgraduate degree in Human Rights, Gender Studies, Health and/or Women’s Psychology or other related area is an advantage;
c. Must have at least 7 (seven) years of professional experience relevant to this position;
d. At least 5 years of experience in supervising GBV prevention and control activities and experience in prevention and response to EAS/AS;
and. At least 3 years of experience leading awareness campaigns on women’s rights, gender equality, GBV and/or reproductive health;
f. Good knowledge of the guiding and ethical principles governing work with GBV survivors and good practices in implementing activities to prevent and control GBV/EAS/AS;
g . Good experience in GBV data collection and analysis methods and capabilities in situational analysis of GBV-related issues;
h. Ability to communicate and work with a variety of target audiences;
i. Knowledge of the World Bank’s New Environmental and Social Framework and Angolan National Legislation is a requirement;
j. Experience in facilitating training and/or capacity building sessions in both institutional and social settings, with specific communities and social groups;
k. Excellent technical, analytical, writing and communication skills;
l. Experience in fiduciary and administrative procedures;
m. Knowledge and experience of Office applications and tools based on information and communications technologies (ICTs), namely: word processing, Excel spreadsheets and PowerPoint;
n. Responsible and flexible attitude, with the ability to work in a team and under minimal supervision, including the ability to deal with a variety of tasks and under pressure;
o. Written and verbal fluency in Portuguese and a good understanding of English are essential;
