This role will support GenDev’s Gender Equity and Equality Action (GEEA) Fund to advance economic security for women and girls by increasing their access to resources, services, and leadership opportunities and by addressing the barriers that limit their ability to participate fully in the economy.  Specifically, the position will help GenDev advance GEEA Fund Priority #3 to promote entrepreneurship, digital, and financial inclusion, including through trade and investment by supporting the GEEA Fund’s investment in the Women in the Digital Economy Fund (Wi-DEF).  Wi-DEF seeks to accelerate progress toward closing the gender digital divide by scaling evidence-based solutions to improve women’s livelihoods, economic security, and resilience. 

Key Duties and Responsibilities: 
  • Work with USAID/GenDev and the Information, Technology, and Research Hub’s Technology division (ITR/T) to support the selection and implementation of GEEA-funded Wi-DEF activities which accelerate progress toward closing the gender digital divide by scaling evidence-based solutions that advance gender-equitable digital finance ecosystems and digital economies which improve women’s livelihoods, economic security, and resilience. 
  • Collaborate with USAID’s ITR/T and other USAID colleagues to serve as a key liaison for GenDev, supporting and maintaining stakeholder relationships within USAID, across the interagency, and with external partners as well as identifying new and underutilized partners which could strengthen the gender digital economy ecosystem.
  • Maintain relationships and facilitate collaboration with strategic private sector and public sector partnerships, including with bilateral governments, international development agencies and international public organizations.
  • Coordinate, create, deliver, and/or provide technical advisory services for USAID activity managers who receive Wi-DEF funding for gender digital economy programming and request technical assistance from GenDev, such as on the following issues:
    • gender-transformative business models, end-user product features, or market characteristics that can promote improve financial well-being for women through digital finance;
    • data or platform-based business models across key verticals in the digital economy that might present particular concern or risks from the perspective of gender equality/equity;
    • effective approaches to promoting gender-equitable or gender-transformative digital business models, financial services, or practices; and
    • social and gender norms associated with the use of technology and finance that might introduce risks, such as gender-based violence, or heighten inequality with gendered dimensions.
  • Work closely with GenDev’s Monitoring, Evaluation and Learning (MEL) team to facilitate the reporting by Wi-DEF-funded activities on metrics related to the GEEA Fund.

Qualifications:
  • Master’s degree in a related discipline including gender studies, international development, economics, social sciences, etc. and a minimum of 5 years of relevant professional experience OR a Ph.D. in a relevant area of study and a minimum of 3 years of relevant professional experience
  • Experience working in emerging markets in an international development context, managing and/or supporting implementation of digital inclusion programming  
  • Experience designing digital financial services, digital inclusion, connectivity, and financial technology (fintech) services for women
  • Must be a U.S. Citizen and able to obtain SECRET security clearance
