RESPONSIBILITIES:

Resource Mobilization

  • The ED proactively raises funds for CARE's country, regional, and global advocacy working closely with the resource development team and VP/USPPA. The global advocacy budget is approximately $3M annually currently, with plans to grow to $5M+.
Strategy, Planning and MEAL

  • The ED leads the global advocacy team's annual and quarterly planning cycles, and supports the lead advocates in being focused and strategic in pursuing their goals.
  • The ED ensures that country offices and advocacy leads are completing advocacy impact evaluation tools to capture wins, and that regular impact evaluations are being conducting for highly impactful wins.
  • The ED also participates in organization- and confederation-wide strategic planning processes.
  • The ED may lead specific advocacy campaigns that cross technical areas or are global in focus.
  • The ED will be an active participant within the CI Advocacy Working Group, including providing strategic inputs as a member of the AWG Core Group, and supporting the delivery of its work plan.
Personnel and financial management

  • The ED motivates and supports the global advocacy leads to perform with excellence and achieve their advocacy goals. Will work on team member professional development, performance management, skill building, and coaching.
  • The ED partners with each director to actively and transparently manage budgets in line with donor requirements and timelines. Will work with the finance team to develop sound budgets for proposal submissions.
Representation

  • The ED acts as a senior organizational representative, as needed, in country, regional, and global forums. The ED may be the lead representative for CARE with coalitions, multi-stakeholder groups, and in high-level political forums.

QUALIFICATIONS:

  • College degree in a relevant field.
  • Outstanding oral and written communications abilities in English; fluency in French or Spanish is highly desired.
  • At least 10+ years of experience conducting (preferably leading) successful advocacy at the country, regional and/or global levels. Both country- and global-level advocacy experience is highly desired. 
  • At least 7+ years of experience leading senior staff teams to high performance and impact. Proven track record of strong personnel and financial management
  • At least 7+ years of successful fundraising experience and current relationships with donors.
  • Strong understanding of global politics across issues and contexts
  • Technical experience in health, agriculture, gender, or other relevant areas
  • A strong sense of urgency and the ability to work with multiple stakeholders to drive towards milestones. Stays focused on priorities amid many competing demands. Able to quickly develop “plan B” when original plans hit roadblocks.
  • Able to translate complex topics into simple language. Can participate appropriately in executive settings and tailor briefs to a range of internal clients. Can represent CARE in a wide range of settings.
