Terms of Reference for a Gender-Responsive Budgeting Trainer

ABA ROLI is seeking a qualified trainer to deliver a three-day workshop on gender-responsive budgeting for staff members of Timor-Leste’s Secretary of State for Equality (SEI), scheduled for November 13–15, 2024 in Dili, Timor-Leste. The workshop aims to equip SEI staff with practical tools to effectively support and monitor the implementation of gender-responsive budgeting across the government.

Background 
This call for proposals is part of the work implemented by ABA ROLI in Timor-Leste through the “Legal Reform Fund” (LRF) program in Timor-Leste, which aims at removing barriers to women's full and effective participation in economic life in key areas, including eliminating barriers to property ownership and management. The LRF program, funded by the U.S. Department of State’s Office of Global Women's Issues (S/GWI), is currently being implemented in Guatemala, Indonesia, and Timor-Leste.


Scope of Work
The selected trainer will be responsible for the following tasks:
  1. Curriculum Development:
Develop a comprehensive training curriculum that covers key concepts and approaches essential for SEI to effectively support and monitor the implementation of gender-responsive budgeting in Timor-Leste's government.
Ensure the curriculum is tailored to the context and needs of our organization and partners.
  1. Training Delivery:
Conduct a three-day workshop in Dili, Timor-Leste, from November 13 to 15, for selected SEI officials.
Utilize interactive and participatory training methods to ensure effective learning.
  1. Training Materials:
Develop and provide all necessary training materials, including presentations, handouts, case studies, and practical exercises.
  1. Evaluation and Follow-up:
Develop pre- and post-training assessments to evaluate the effectiveness of the training.
Provide a detailed training report, including recommendations for further capacity building.

Deliverables
  1. Workshop outline and agenda.
  2. Draft workshop content and presentations.
  3. Final workshop content and presentations.
  4. Pre- and post-training assessment.
  5. Draft of final report and recommendations (2 pages maximum).
  6. Final report and recommendations (2 pages maximum).

Qualifications and Experience
The ideal training provider should have:
  • Master's degree in business administration, finance, or a related field.
  • A minimum of 10 years of experience working to advance gender equality, including advocacy for gender equality initiatives.
  • At least 5 years of practical experience in financial planning and budgeting processes, preferably working for a government.
  • Demonstrated experience in developing and implementing gender-responsive budgeting strategies.
  • Proven ability to deliver engaging and informative training workshops on gender equality and gender-responsive budgeting for governmental staff.
  • Excellent facilitation and communication skills in English and/or Portuguese.
  • Ability to design and customize training materials tailored to specific institutional needs.
  • Experience working with diverse groups, including marginalized communities, and a strong understanding of gender dynamics and cultural sensitivities.
