 Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context: Project Context and Scope
 IOM is firmly committed to maintaining a work environment free from any type of harassment or sexual misconduct. As part of the operationalization of this commitment, a campaign against sexual harassment is being prepared and will be launched soon. One of the first steps involves polling IOM personnel globally to assess their current level of understanding, awareness and perception of sexual harassment. This survey will establish a baseline that will help tailor future anti-sexual harassment interventions and measure progress. A Qualtrics survey has been prepared and translated into the three IOM official languages, and approximately 27,000 IOM personnel will be asked to respond within 30 days. 

Core Functions / Responsibilities:
Tasks to be performed under this contract Category B Consultant hired to deliver a report on a single instalment payment basis:
1. First deliverable – Develop and submit a comprehensive data analysis methodology. Prepare and refine the raw data from the IOM Baseline Survey Results to ensure its accuracy and consistency for clear and effective analysis. 

2. Second deliverable – Systematically organize and analyze the data to uncover valuable insights, identify trends, and highlight gaps to establish an initial baseline on sexual harassment. Conduct data correlations to deepen the understanding of emerging trends.

3. Third deliverable – Draft the Baseline Survey Report on the Prevention of Sexual Harassment in IOM and incorporate input and feedback from IOM technical specialists. It will also include writing 2 reports - one for internal IOM and the other for external stakeholders.

4. Fourth deliverable – Finalize Baseline Survey Report based on feedback from IOM technical specialists.

 5. Final deliverable – Develop a visual PPT presentation for senior management highlighting main findings, trends, analysis and recommendations. Payment of 1 instalment consultancy fee

 Required Qualifications and Experience:
• Master’s degree or equivalent with a minimum of five years of relevant experience  
• Demonstrated experience in conducting baseline research, analyzing results, and producing research; and, 
• Demonstrated experience and expert knowledge in using statistical tools to interpret data in multiple languages, identifying patterns and trends, and developing concrete recommendations. 
• Ability to process sensitive data, maintaining anonymity and confidentiality; 
• Knowledge of communication and behaviour change; 
• Excellent written and verbal communication skills in English; 
• Knowledge of sexual harassment within institutions; and, 
• Proficiency in or access to other UN working languages (Arabic, French, and/or Spanish) desired. Languages IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages
