Objective and Purpose of the Assignment
 The objective of the assignment is to provide expert support to the Gender Committee in formulating and 
implementing the gender policy in the energy sector.

Scope of Work
 The gender expert will mainstream gender policy within the Ministry of Energy of the Kyrgyz Republic and
the established Gender Committee. These will include analytical support, support in development of the
gender strategy, gender-responsive workplace policies and facilitate further implementation of the
adopted policies by the Ministry of Energy. She/he will also be expected to perform any other tasks in
the areas of responsibility as deemed necessary.

Detailed Tasks and/or Expected Output
 (i) Coordinate work with the national coordinator, Gender Committee, and ADB;
(ii) Support development of a gender strategy that aligns with the Ministry’s long-term goals and
objectives.
(iii) Formulate a gender-sensitive workplace policy that ensures equal opportunity and prevents gender
bias in recruitment, gender balance in decision making, equal pay, elimination of pay discrimination.
(iv) Facilitate approval process of the strategy and policies.
(v) Conduct consultations, working meetings with the Ministry of Energy and key stakeholders to gather
inputs for the strategy/policy development.
(vi) Ensure that the gender strategy and workplace policy align with the national programs and
legislative framework.
(vii) Establish mechanisms for monitoring and evaluating progress of implementation of the gender
strategy and workplace policy.
(viii) Formulate tools to mainstream gender will be developed with clear target indicators to improve
working environment for female employees.
(ix) Support capacity building of the relevant staff of the Ministry, its divisions and members of the
Gender Committee on applying a gender lens in programming based on the adopted strategy and the policies.

Minimum Qualification Requirements
 - At least a university degree in social sciences, political science, economics or another relevant 
field. 
- At least 5 (five) years of work experience in social development or gender issues, developing policy 
documents/plans/strategies, and preparing analytical reports. 
- Knowledge of the national legislation and context related to gender equality issues is a strong asset. 
- English language skills in addition to Russian, will be an asset.
