Purpose of Position
As a member of the core project leadership team, the Director of Gender and Inclusive Development will lead the development and implementation of a project gender and inclusive development analysis and strategy and work in close collaboration with project leaders to integrate gender equity and inclusive development (GEID) into all RTIA activities. The Director of Gender and Inclusive Development will also contribute to the activity’s Monitoring, Evaluation and Learning (MEL) and Communications Plans, bringing a gender and inclusion lens to those core project functions.

Primary Duties and Responsibilities

  • Lead evidence-based gender and inclusive development analysis to inform both overarching gender/inclusion strategies and design of effective technical interventions;

  • Coordinate Develop RTIA’s gender equity and inclusive development (GEID) strategy;

  • Develop and lead implementation of practical tools to incorporate women in all their diversity, and vulnerable group’s views, into RTIA;

  • Integrate considerations of women, youth, and indigenous communities into every aspect of the activity, including into all work plans and Project Activity Facility activities;

  • Contribute on GEID to all technical reports and deliverables;

  • Document GEID success stories and testimonials;

  • Lead design and management of Youth, Gender Equity, and Social Inclusion Advisory Board;

  • Support GEID in MEL, including disaggregation in data collection;

  • Provide expert technical assistance to public and private partners to integrate GEID;

  • Conduct qualitative analysis from a GEID perspective, producing evidence and insights on how RTIA activities are advancing GEID and RTIA objectives, and recommending activity adjustments as needed to empower marginalized populations;

  • Lead gender-sensitive stakeholder engagements to contribute to understanding causal pathways for activity impact and mitigating any unintended consequences; and

  • Manage relationships with gender-focused organizations, youth-led and youth serving entities, and organizations representing indigenous communities and other vulnerable groups.

Key Competencies Required

  • University degree from accredited institution (B.A. / B.S. or equivalent) in a relevant field;
  • 10 years of progressively responsible, relevant experience;
  • Familiarity with USAID’s 2023 Gender Equality and Women’s Empowerment Policy; ADS Chapter 205 Integrating Gender Equality and Women’s Empowerment in USAID’s Program Cycle; the USAID LGBT Vision for Action; the USAID Youth in Development Policy 2022 Update; and the US Strategy to Prevent and Respond to Gender-Based Violence Globally 2022;
  • Excellent written and verbal communication skills in Spanish;
  • Demonstrated experience designing and delivering impactful gender equity and inclusion analysis, strategy development, and programming.
