Gender-based violence (GBV) Peace and Security
The request
Tearfund is seeking consultant(s) to undertake an evaluation of the effectiveness and impact of integrating Tearfund’s approaches to peacebuilding and sexual and gender based violence. The consultancy will involve both desk-based research of project documentation across several projects in each of the targeted countries and field-based research in at least three of the countries, these being: Burundi, Burkina Faso, Chad, Mali, DRC and Zimbabwe.

Purpose of the research
The purpose of this research is to provide high quality evidence around the impact of our SGBV and peacebuilding methodologies and on the effect and best means of integrating them. We want to use this to demonstrate our effectiveness to potential donors, peer organisations and networks as a means of supporting funding proposals and also as a way of testing our key assumptions within our PB approach so that we can learn what does and does not work.

Key objectives
Key objectives of the research are shown below, specific research questions are shown in the terms of reference (TOR) which is attached
. ● Objective 1: To assess the effectiveness and impact of Tearfund’s CCTD approach to peacebuilding when conducted as a stand-alone approach
● Objective 2: To assess the impact of integrating TM, J2H and CCTD approaches on their individual and collective effectiveness and impact,
● Objective 3: To assess the effectiveness and impact of J2H as a stand alone and when combined with TM
● Objective 4: To provide insights into the pros and cons of different ways of integrating the three approaches.
● Objective 5: To assess the impact of connecting changemakers with each other across locations, thematic areas and levels of influence.

 Deliverables from the consultancy
The following deliverables will be required from the consultancy. These are to be in English.

● Research design / inception report
● Desk review report 
● Desk review video summary
● Updated research design / inception report
● Updated report outlining the design approach, tools to be used and research plan for the primary data collection phase.
● Final research report
● Stand-alone executive summary
● Executive summary video

 Person / team specification
This research consultancy may be met by an individual or by a team put together by a lead consultant. If met by a team then the lead consultant will be responsible for the overall quality and delivery of the  required deliverables. The consultant(s) must be fluent in English and French and able to write to a high standard in English suitable for sharing with high requirement international donors. 

They must have experience in conducting project evaluations and impact assessments and be skilled in both quantitative and qualitative research methodologies, delivering to a quality and rigour that would satisfy peer review; 

An understanding of both SGBV and peacebuilding approaches is essential
