JOB FUNCTIONS
The Program Officer, under the supervision of the Chief of Party, will undertake the following duties and responsibilities:
- Manage the ADVANCE SBC Training and INITIATE SBC grants programs and oversee the day-to-day implementation of all its activities;
- Assist in planning and scheduling of activities tracked against project budget, timeline, deliverables, and objectives;
- Receive and conduct preliminary review of all partner reports prior to endorsement to the I-ACT technical team and monitoring and evaluation officer;
- Lead document management for the INITIATE program, including pre-award submissions, milestone or delivery reports and submissions, and closeout documentation with a view towards ensuring compliance with policies of the Foundation and USAID;
- Monitors the progress of the partners using targets, indicators, and data collection tools in I-ACT’s MEL Plan;
- Coordinate with the Finance team on matters related to the ADVANCE and INITIATE budget, spending projection, and actual expenditures;
- Facilitate grant closeout procedures such as release and review of closeout and evaluation forms;
- Support in the preparation of annual implementation plans, quarterly and annual reports for donors;
- Ensure compliance to Branding and Marking Plans, and other award agreements.
- Provide regular updates to partners and stakeholders regarding implementation, results, and next steps;
- Maintain regular interaction and contact with partners and stakeholders;
- Provide support to other on-going programs and activities of the Foundation as may be necessary and as requested by programs concerned; and
- Perform such other functions as may be directed by the Country Representative, the Deputy Country Representative, or by the LAHR Director and I-ACT Chief of Party.

REQUIREMENTS
- Graduate of a Bachelor’s degree, preferably in social sciences, development studies, communication, and social psychology.
- Must have at least four (4) years’ experience in program management and monitoring and evaluation in an INGO or NGO setting.
- Must have excellent oral, written, and presentation skills including the ability to quickly synthesize complex technical and programmatic issues into concise communication, and develop high quality reports based on donor reporting guidelines.
- Must have demonstrated ability to design, roll out, and implement project activities.
- Must have effective interpersonal and management skills proven through successful engagement with relevant stakeholders and partner organizations.
- Must be computer literate in MS Office and with strong team building, management, and administration skills.
- Must be able to work independently and must have strong attention to detail.
- Knowledge of USAID or other international donor agency requirements and regulations is an advantage
