Summary of Consultancy 
Habitat for Humanity International (HFHI)’s Housing and Community Strategy (HCS) team seeks a consultant with expertise in gender equity broadly, with a focus on housing and wealth disparities experienced by female head of households, particularly those marginalized by systemic racism or other systems of oppression.  The consultant will review the portfolio of work streams managed by HCS for through a gender equity lens for things such as: gaps in services, systems, policies and practices and norms that create inequities and intersectionality, particularly around 2Gen models and opportunities to leverage existing approaches towards gender equity. The consultant will make recommendations for program design and implementation and HCS strategy that more deeply imbeds gender equity in our work.  The period of the consultancy will occur over the course of 4 months.  

Consultant Tasks
Task 1: (2 months) 
Conduct research and an assessment of HCS work streams and approaches with gender equity and 2 generation lenses, including outreach to the affiliate network and community members as needed.  
•       Identify who is marginalized and excluded in communities that Habitat services. Paying attention to individual needs of women of color as they build wealth, health, and resiliency of the next generation. 
•       Building inclusivity and defining gender 
•       Define and assess disparities based on gender and sexual orientation. 
•       Research on how Habitat affiliates define gender and gender-based disparities. 
•       Practices and services at Habitat for Humanity affiliates that address vulnerability and generational development as they partner with women and with addressing equity barriers for women of color.  
•       Practices and services at Habitat for Humanity affiliate incorporate elements of the 2Gen approach such as childcare, coaching, peer community building, transportation assistance and financial education.  

Conduct an environmental scan of peer organization on gender equity, women centered work and 2 generation models and identify Habitats gap and areas of opportunity. 
•       Review HFHI global DEI research of peer NGO approach to gender equity programs and identify areas of intersectionality.  
 
Task 2: (2 months) 
Craft program strategy.  
•       Develop program recommendations and 2Gen model strategy for Women Build as it supports Habitat affiliates to address barriers that women of color face in building wealth.  
•       Ensure program recommendations incorporate steps that ensure we do no harm, promote equitable inclusion and empowered participation, ensuring sustainable outcomes.  
Conduct research and provide direction around funding strategy. 

 
Evaluation Criteria 
•       Strength of overall approach to the scope of work. 
•       Expertise in gender and equity development and its relevance to Habitat’s Housing and Community Strategy Guiding Principles. 
•       Significant demonstrated experience and knowledge with next generation-based safety initiatives  
•       Strength of relevant past performance  
•       Preference for firms demonstrating diversity within the project team and leadership.  
•       Proficiency and experience working on needs assessments and developing strategies.   
•       Understanding of Habitat’s mission, programs, and federated structure
