Senior Program Development Officer
SUMMARY OF THE POSITION:
The Senior Program Development Officer (PDO) supports the Program Design Lead at Cowater’s Business Development Unit. Coordinating with directors and managers across the company, the Senior PDO will be involved in the development of concept notes and proposals for major funders and donors, with a primary focus on Global Affairs Canada.
The Senior PDO will lead on the coordination of proposal/development teams, steering the process to ensure timely submission of high-quality proposals that meet donor’s requirements and expectations. In a high-paced and dynamic environment, the BD manager will support stakeholder and partnership management, participate in the organization and execution of scoping/BD missions abroad, and provide general support to position Cowater for new partnerships with foundations, multilateral institutions, and governmental agencies.
KEY RESPONSIBILITIES

KEY RESPONSIBILITIES
- Supports the identification and vetting of new opportunities for program development
- Coordinates with internal teams, promoting compliance with corporate procedures
- Steers and coordinates proposal development processes, ensuring the timely input from internal teams and local partners
- Supports/carries out research and analysis that will aid in the design of projects and proposals
- Supports the development of high-quality proposals, ensuring compliance with donor requirements and incorporating good practices in the international development sector
- Supports the establishment of partnerships with local organizations and leads on day-to-day partnership and stakeholder management
- Coordinate/Participate in business development/ scoping missions
JOB REQUIREMENTS
Academic qualifications and experience:
- A Master 's degree in a relevant discipline (economics, political science, international development, business administration, etc.)
- At least 3 years of experience in related roles
Required skills and abilities:
- Fluency in English required
- Fluency in French highly desirable; other languages would be considered a strong asset
- Flexibility and agility to adapt to the changing priorities of business development
- Strong interpersonal skills and capacity to coordinate the work of peers, project directors, and local partners
- Strong attention to detail
- Proven skills in research and analysis
- Experience writing and reviewing (quality control) reports and proposals
- Mastery of the most common IT tools (MS Word, MS Excel, MS PPT)
Conditions of employment:
- This position is full-time and permanent based in Ottawa or Montreal (hybrid work environment)
- International travel may be required
