Purpose of consultancy:
The purpose of the International Consultancy on Disability Inclusion is to support UNFPA APRO in strengthening disability inclusive SRHR and GBV programming at regional and country level in development and humanitarian situations.
The purpose of the International Consultancy on Disability Inclusion is to support UNFPA APRO in strengthening disability inclusive SRHR and GBV programming at regional and country level in development and humanitarian situations.
Scope of work:
The consultant will be expected to work on the following:
- Review and evaluate strategies and approaches that promote disability inclusion in SRHR programmes in the APRO region.
- Assess the barriers and challenges faced by women and girls with disabilities in accessing SRHR services.
- Conduct a comprehensive review of existing programmes and strategies related to sexual and reproductive health for women and girls with disabilities in countries of the Asia Pacific region.
- Provide technical support to Country Offices on development of inclusive development and humanitarian programmes to address the identified gaps.
- Provide technical support to the work on developing disability inclusive dignity kits and distribution strategies, including support to developing consultation methodologies and conducting national-level consultations with Organizations of Persons with Disabilities (OPD) and women and girls with disabilities (WGWD).
- Document and share effective practices for disability inclusion across the APRO region.
- Support the development of SRHR training material and tools for frontline health workers to adopt disability inclusion approaches.
- Support the finalization of a regional guidance note on disability inclusion in violence against women and girls policies and programmes, including a mapping of existing practices in 10 countries.
- Review relevant UNFPA APRO and country offices reports to ensure disability inclusion and the alignment with international guidelines.
- Support disability inclusion in secondary analysis of violence against women prevalence data and kNOwVAWdata knowledge products

- A comprehensive review report summarizing strategies and programmes for SRHR programmes for PWDs , including findings and assessment of barriers and challenges.
- Conduct of webinars for country offices
- Documentation of good/promising practices and lessons learned.
- Finalized regional guidance note on disability inclusion in violence against women and girls policies and programmes
- Technical review of the disability inclusive dignity kit consultation methodology and guidance
- Comments and inputs on relevant UNFPA APRO, COs and kNOwVAWdata reports and products (as requested and agreed)
- Regular progress reports detailing activities undertaken and outcomes achieved.
Qualifications and Experience:
Education:
Master’s degree with specialization in areas such as clinical psychology, clinical social work, and Public Health
Knowledge and Experience:
- At least ten years of specialized experience in programming to support disability inclusion.
- Demonstrated knowledge of global and regional guidelines on disability inclusion, sexual reproductive health and rights and gender-based violence.
- Experience in programming to promote gender equality and address gender based violence in line with the unique needs of women and girls with disabilities.
- Experience in developing and implementing action research to measure the effectiveness of disability inclusion interventions.
Languages:
- Proficiency in English and in other official languages or the UN required/desirable.
