Specific areas of responsibility
Deputising for WLiE Team Lead (10%)
• Cover for Team Leader’s responsibilities in their absence, including delegated decision-making authority, representation of WLiE at internal or external meetings/forums, responding to requests for information/services, and oversight/coaching of WLiE technical advisors.
• Provision of specific delegated responsibilities, for example, representing the global WLiE team on internal/external groups, co-leadership of WLiE strategy/parts of strategy, and/or quality assurance/sign off on WLiE products.
• Support WLiE resource mobilisation through provision of technical assistance to global or country-specific project proposal (responsibility shared with Team Leader).
Leading Global WLiE MEAL function/services (40%)
•Management and ongoing improvement of WLiE global MEAL resources and services,
•Management and technical oversight of global WLiE evaluations and ad hoc research projects.
•Training and capacity development for CARE staff working on WLiE projects, and quality assurance for CARE country office WLiE evaluation and learning products.
Technical leadership/management of CARE WLiE Community of Practice (20%)
•Facilitation of the WLiE Network/Community of Practice for CARE staff using the WLiE methodology in their programming/activities
• Provision of training and coaching for WLiE technical advisors and implementers, including as a subject expert on WLiE online courses, ad hoc in-person or remote training as needed and 1:1 coaching for new WLiE technical advisors.
Direct technical assistance for WLiE global or country projects (30%)
Provision of high-quality technical assistance to CARE country offices and projects, including:
•Supporting country offices to recruit and onboard new staff for WLiE projects.
•Assisting country offices with set up of WLiE projects, including MEAL and activity design/planning, selection of partners and/or women’s groups.
•Visiting country offices to provide training to WLiE project staff and partners on the WLiE methodology.
Be an effective team member
• Contribute to team and departmental meetings.
• Support and provide cover for fellow team members as and when needed.
• Commitment to tackling discrimination and structural inequality.
Person Specification
Bachelor’s degree in relevant subject. Post-graduate degree is considered an asset.
• Fluency in English (written and verbal).
• Ability to work in one other of the CARE confederation working languages (Arabic, French, Spanish). More than 8 years’ practical experience of technical assistance to gender and governance programming in conflict and crisis-affected settings.
• More than 5 years’ practical experience of technical assistance for MEAL in humanitarian or development programming.
