PSEA/ Safeguarding
The Liberia Electricity Corporation has received financing from the World Bank towards the cost of the Liberia Electricity Sector Strengthening and Access Project (LESSAP) and intends to apply part of the proceeds for Consultancy Services for Gender and Social Safeguards Specialist under the Liberia Electricity Sector Strengthening and Access Project (LESSAP).
The scope Of Services and Responsibilities includes:
- Analyze, and review applicable national and World Bank operational policies, Environmental and Social Framework (ESF), standards and guidelines that have been or are being prepared for this project in order to assess project activities for potential adverse social impacts as well as planning and implementing impact mitigation measures;
- Support and monitor the implementation of social risks and impacts of the project Environmental and Social Commitment Plan (ESCP), and regularly discuss with the Project Manager for LESSAP to ensure enough resources are captured in the project’s annual budget for the management of E&S risks and impacts, including regular supervision and monitoring activities;
- Support the project complies and fully implements all the social obligations and guidelines developed in the Stakeholder Engagement Plan (SEP), Resettlement Action Plan (RAP), Grievance Mechanism (GM), and Labor Management Procedure (LMP);
- Include, and implement relevant social provisions/requirements to include but not limited to Codes of Conduct and E and S performance guarantee in the project’s bidding documents and integrated in the project design and contracts for contractors, sub-contractors and bidders; and follow up to ensure that Codes of Conducts are signed by all project workers including PIU staff and contractors and keep a data base;
- Accurately screen project sites identified for construction under the project, and ensure the screening process complies with the ESCP, ESMF, SEP and RPF; and advise on the site-specific social risk management instruments required (e.g., Environmental and Social Impact Assessments (ESIAs)/Environmental and Social Management Plans (ESMPs), Resettlement Action Plans (RAPs), Cultural Heritage Management Plans, etc.);
- Support and implement appropriate mitigation measures and plans recommended in the project screening report (s) relative to social risks and impacts are implemented before the start of any civil works. Follow up with field visits as necessary for monitoring and compliance;
The shortlisting criteria is listed below:
- Hold at least a bachelor degree in the social sciences such as Sociology, Social Anthropology, Development Studies and any other relevant discipline; Master’s degree in any of the above field is an added advantage;
- Have a minimum of ten (10 years experiences in RAP implementation, conducting compensation and resettlement programs as well as experience in community relations management, Gender mainstreaming and or GBV risks management and engagement and consultations;
- Have strong knowledge of national policies and international best practices in the context of involuntary resettlement, gender and vulnerability;
- Have proficiency in English (reading, speaking, and writing) with a good knowledge of the local Liberian languages / dialect;
