Democracy International is a non-governmental organization (NGO) that was formally established in June 2011 as a registered membership association according to German non-profit law (eingetragener Verein e.V.). Hitherto Democracy International had existed as a loose network of democracy activists since 2002. The headquarters are based in Cologne, Germany.


Key Tasks and Responsibilities of the Consultant:
 
The consultant will be responsible for the following specific tasks: 
  • Desk Review: The consultant will take primary responsibility for completing the desk review for the GESI that has already been initiated by DI’s SBS & Learning team. The consultant will work with the GESI research team to take stock of what literature has been reviewed and which additional sources need to be reviewed and integrated into the final GESI report. The consultant will then review and synthesize any remaining literature that needs to be included in the scope for the GESI with support from DI’s Social and Behavioral Science Associate and the DI/Armenia team where needed for any Armenian-language literature.  
  • Qualitative Data Analysis: The consultant will analyze all original qualitative data collected through KIIs and FGDs with assistance from DI’s Social and Behavioral Science Associate.
  • Presentation of Preliminary Findings: After completing analysis of all the data and/or after DI and the consultant agree that a saturation point has been reached, DI expects the consultant to provide a virtual presentation of preliminary GESI findings for the PIE program team. 

  • Report Writing: The consultant will integrate the findings from the desk review and original data analysis in a comprehensive written report for the GESI. The report must include an introduction, a description of the GESI methodology (including research questions, the desk review, and sampling, development of data collection tools, data collection, and data analysis methods for original data), key findings, and recommendations for the PIE program, including for program activities and for collaborating, learning, and adapting. 
     
Key Deliverables:
 
The consultant will be responsible for the following deliverables: 
  • Presentation of Preliminary Findings: As described in the previous section, the consultant is expected to present preliminary GESI findings to the PIE team. The consultant should provide PowerPoint slides for the presentation to DI outlining the preliminary findings.  
  • Final GESI Report: As described in the previous section, the consultant will be expected to submit a full written GESI report to DI upon its completion.  
     
Qualifications: 
  • Experience conducting GESI analyses for international development programs. Experience with GESI analyses for democracy, human rights, and governance programs funded by the United States Agency for International Development is strongly preferred; 
  • Prior research, work, and study experience related to social protection issues and systems preferred; 
  • Experience conducting applied research in diverse cultural contexts. Prior research, work, and/or study experience in Armenia preferred; 
  • Excellent written and verbal communication skills in English. Armenian language skills preferred; 
  • Demonstrated ability to effectively lead research within a team environment.
