KEY RESPONSIBILITIES
1. Provide leadership in Program Design and Monitoring Evaluation & Learning (DMEL)
Program MEL
With a commitment to decolonising practice in design and MEL:
• Strengthen program designs, including through leading theory of change development, and
development of accompanying MEL systems and processes, aligned to IWDA’s Operational and Strategic Plans and supporting partnership contracts
• In collaboration with Senior Program Managers, provide technical expertise to the design and implementation of program MEL frameworks that meet IWDA standards, IWDA’s partners’ requirements and donor expectations, including contractual obligations
• Support Program Managers through the project management cycle
• Support resource mobilisation by providing technical design and MEL expertise for new proposals
• Coordinate processes to reflect on and document key program learning, including IWDA’s
contributions, for dissemination internally and externally.
Strategic & Organisational MEL
• Contribute actively to IWDA’s Internal Research Advisory Group including on systems and processes for ethics review
• Maintain a high level of awareness and understanding of external MEL trends and represent IWDA in the sector and with the Australian Government on MEL issues through a feminist lens
• Work collaboratively with the Communications team for storytelling driven by key MEL outcomes with donors, supporters and the public
2. Training, Development and Capacity Building
• Develop and implement a strategy for Partnership Team capability-building in design and monitoring, evaluation and learning, based on identified skills and knowledge gaps in the team
• Provide training, coaching, and mentoring to project teams in design and MEL, including developing MEL frameworks, plans and embedding these in their work.
• Support and collaborate with other MEL stakeholders - such as the strategic, whole-of-organisation MEL advisor
• Support and build the capacity of Systemic Change & Partnerships staff to develop systematic approaches to design and MEL, including increasing the capacity of partners in design and MEL in line with program approaches to building partner capability
3. Management of Technical Specialists
• Manage staff engaged on technical assistance, research evaluation contracts
• Ensure that technical assistance projects are effective and meet contracted obligations
SELECTION CRITERIA
1. Demonstrated expertise in program design and development, including facilitating participatory and power-sensitive approaches to develop theories of change and program logics.
2. Demonstrated knowledge and experience in program MEL with substantial experience in a range of participatory design, research and MEL methodologies, that are fit-for-purpose,
practical and culturally appropriate, preferably in international development contexts
3. Demonstrated ability to effectively build program design and MEL capacity with staff and partners in a range of contexts and across cultures
4. High level written and oral communication skills, including participatory facilitation and training skills
5. Self-motivated and demonstrated ability to work independently with minimal supervision, and as an effective team member, promoting cooperation and commitment to achieve goals
6. A flexible approach, with strong organisational and planning skills, including the ability to effectively manage time and workload, prioritise tasks, and meet changing circumstances, competing demands, interruptions, and deadlines
