The primary objective of this Gender consultancy is to make progress on integrating gender into TCIS’ programming. This role aims to develop a gender-inclusive approach within TCIS, enhancing gender equity in policy and practice, and strengthening staff capacity in gender-sensitive programming.

Scope of Work & Key Deliverables

We invite proposals from experienced consultants to oversee and implement gender inclusive programming across multiple countries.

The gender consultant is expected to provide:
  • Strategy Development: They will oversee the development of the gender strategy, planning, and execution.
  • Coordination and Management of Gender Specialist Network: They will establish and manage collaborations by ensuring effective implementation of gender strategies.
  • Gender Capacity Building and Guidance: They will train and guide local teams, ensuring alignment with gender integration goals and adherence to quality standards.
  • Gender Quality Control and Ethical Compliance: The consultant will monitor the activities of local teams, ensuring ethical standards and project objectives are met.
  • Communication and Gender Reporting: They will establish clear communication channels and reporting mechanisms to facilitate effective collaboration and timely updates on gender progress.

Deliverables will include:
  • Strategy Development: Provide overall conceptual basis for the integration of gender into every level of TCIS programming, and intersectionality with other equality issues. Outline a realistic plan and develop tools and a guidance framework. These must include actionable steps, measurable objectives, and clear accountability mechanisms.

Providing Guidance for Programs & Mitigating Bias: The consultant will provide ongoing program design advice, ensuring that future pilots are gender-responsive and suggesting adjustments and improvements based on performance and results. The consultant will work to identify, address, and mitigate biases that may exist in current programming and evaluation processes.

Building gender expertise and capacity among staff: Via tailored training and action learning (leveraging HFHI expertise, on behalf of TCIS, and relevant external training companies) the consultant will empower staff to integrate gender considerations into their work with confidence and know when/where to seek support if they have any questions. The Consultant will facilitate TCIS team’s portfolio review activities.

Support in the development of core and supplementary MEAL indicators: The development of specialized tools and methodologies to assess and monitor the gender impact of TCIS projects.


Qualifications:
The Gender consultant is expected to have:
  • Expertise in Gender Integration: Demonstrated experience in incorporating gender perspectives into programmatic work.
  • Gender Development & DEI Practitioner: Proven expertise as a Gender Development Specialist and DEI (Diversity, Equity, and Inclusion) Practitioner with a robust track record in designing and executing gender-focused programming.
  • Knowledge of Market Systems: An understanding of market systems development, particularly those relevant to gender and housing.
  • Experience with Multi-Country Gender Projects: A track record of leading gender-focused initiatives across multiple countries and teams, with the capacity to manage complex, culturally diverse projects.
  • Communication Skills: Exceptional verbal and written communication abilities, adept at working in multicultural and multilingual settings, with proficiency in English and Spanish.
  • Leadership and Coordination: Strong leadership skills with proven consortium or team management experience.
