Scope of Work 

Prepare and conduct of the poverty, social, and gender analysis (PSGA) for the KAZ Saryagash Bypass Road Project following the proposed approach/guidance provided by the ADB. The conduct of the PSGA will include (i) review of data from government, studies, and development partners, and other international development organizations, (ii) preparation of the methodologies and tools, (iii) analysis of the data, (iv) preparation of the full PSGA report, (v) drafting of the GAAP (vi) preparation of the section on  Poverty and Social Dimensions.

Detailed Tasks and/or Expected Output
 
The consultant will carry out the PSGA by undertaking the following tasks:
 
• Review relevant national and local sector development strategies, plans (i.e., transport, five-year development plans (national, local), with focus on provisions relevant to poverty reduction, social development, gender, with attention to vulnerable groups.  

• Collect relevant social, economic statistics and data from government sources, studies and statistics of development partners, international research organizations to develop the socioeconomic profile of the men and women and other vulnerable groups (elderly, children, PWDs) in the communities covered by, or nearest the project area.  

• Develop the instruments/tools for primary data collection to include: guides for focus group 
discussions (FGDs),  survey questionnaire, key informant interviews 
• Conduct community surveys, focus group discussions, key informant interviews with various stakeholders, including, among others, local government officials, private sector, women, elderly, persons with disabilities from the communities, civil society organization (CSOs),women’s groups  
• Review the HR policy/ies, guidelines, and programs of Committee of Roads, KazAvtoZhol   to look into  policies, guidelines, practices on employment of women, especially in technical jobs. Conduct interviews with relevant personnel and officials of these agencies to develop and/or enhance the apprenticeship program for women graduates in technical jobs and facilitate their   employment in these agencies, or other organizations. 

• Prepare the following: (i) the comprehensive poverty, social, and gender analysis (PSGA) report, (ii) the draft gender assessment and action plan (GAP) that includes gender indicators, targets in the design and monitoring framework (DMF), (iii) gender paragraphs for the due diligence sub-section on gender in the report and recommendation of the president (RRP), including the paragraph on Poverty and Social Dimension, and gender section of the project administration manual (PAM).

Minimum Qualification Requirements
• At least Bachelor’s degree in any of the following fields: sociology, psychology, anthropology, social 
work, community development, development studies, or any related/relevant fields of study.
• At least 5 years work experience in the conduct of social and gender research, gender analysis, gender 
mainstreaming.  Should have solid knowledge of the range of gender issues in Kazakhstan. 
• With at least 3 years of experience in gender mainstreaming in infrastructure sectors. 
• With at least 2 years' experience working for international financial institutions such as ADB and 
• Oral and written communication skills in English is required.
