Position Summary:

The Monitoring, Learning and Evaluation (MEL) Officer is responsible for supporting the monitoring, evaluation, and learning systems and tools across the organization. The MEL officer works with the Director of Learning and Evaluation and with staff across the organization to manage and develop a range of activities to measure progress, promote learning and demonstrate impact. The MEL officer plays a key role in internal learning processes, including developing M&E work plans coordinating internal teams, and facilitating grantee engagement in learning processes.

Essential Duties and Responsibilities

  • Ensure quality and facilitate collection of quantitative and qualitative data being generated. 
  • Provide both qualitative and quantitative analyses of data outputs from continuous monitoring tools.
  • Organize, plan and prepare materials for engagements with external independent evaluators on key learning processes, such as the annual grantee survey.
  • Develop internal M&E calendars and workplans in concert with the Director of Evaluation and Learning. 
  • Keep monitoring data and information current and within appropriate tracking and storage systems in order to document, share and disseminate program and grantee progress, data and findings with external collaborators and across the organization.
  • Provide technical support and assist collection of regular internal monitoring insights from the DRF/DRAF Program team.
  • Identify and extract relevant data and information, create data visualizations and provide stories demonstrating progress of grantee advocacy as well as insights into project impacts and lessons learned.
  • Provide clear and accessible data, data stories and relevant MEL information to with Programs, Grants Management and Communication colleagues and collaborators for internal and external communications and reports.
  • Facilitate knowledge acquisition and engagement in learning projects and activities and to ensure monitoring and evaluation activities are integrated across the organization through development of MEL work plans, cross-departmental meetings and technical support. 
  • Conceive, develop and lead feedback processes and activities to engage grantees and other members of the disability movement of DRF/DRAF lessons learned.
  • Represent DRF/DRAF externally through various speaking engagements and similar opportunities. 
Knowledge, Skills, and Capabilities

Essential

  • Bachelor’s degree in statistics, public policy, international development, economics, or related field.
  • Minimum of three years of professional experience in M&E positions, ideally focused on public and private donor-funded projects in global development or human rights fields.
  • Excellent organizational skills, with attention to detail and ability to prioritize and deliver on multiple assignments.
  • Self-driven, team orientation and able to work both independently and in collaboration with partners and colleagues in a mostly virtual context.
  • Commitment to the human rights of people with disabilities and the organizational purpose.
  • Comfortable with a diverse workplace, ideally with experience in cross-cultural work teams.
  • Fluency in written and spoken English (Fluency in additional other languages is desirable)
