Skills and Opportunities for Youth Employment and Entrepreneurship (SOYEE) programme and influencing focuses on ensuring that vulnerable and excluded young people, especially young women, are resilient and actively engaged in decent work of their choosing, be it waged or self-employment. SOYEE programmes comprise provision of vocational, entrepreneurial and life skills for young people aged 15-24 years, especially young women, as well as building community support for the initiatives.
At global level, the SOYEE Hub of Plan International’s Global Hub (GH) focuses on developing programme and influencing models, tools and guidance, opportunities for learning and knowledge exchange, advocacy on SOYEE, and generating research and evidence which supports Plan’s gender-transformative approach
SOYEE Digital Solutions
Digital solutions in SOYEE encompass a range of tools to support different elements of SOYEE programmes. Digital solutions have included training in digital skills as well as digital tools used for employability and entrepreneurship skills training, M&E of SOYEE projects, savings groups.
Purpose & Objectives of the Evaluation
Digital SOYEE solutions have frequently been fragmented and stand-alone initiatives. An evidence base on the range of digital solutions used in SOYEE is required for internal learning and quality, future project design, and potentially future programme model development.

Digital SOYEE solutions have frequently been fragmented and stand-alone initiatives. An evidence base on the range of digital solutions used in SOYEE is required for internal learning and quality, future project design, and potentially future programme model development.
To achieve this, the evaluation has 2 primary objectives:
- Conduct an evaluation of Plan International’s SOYEE digital solutions based on Plan International’s Learning Framework for Digital Development Programming (LFDP) 3 and the perspectives of young people (particularly young women) and other stakeholders including practitioners (e.g. Plan International and partner staff).
- Develop a digital SOYEE framework (based on the evaluation findings) that outlines key approaches to SOYEE digital solutions and Plan International’s added value in digital SOYEE.
