Development and implementation of the ECOM M&E system:
  • Develop/update ECOM's monitoring and evaluation system in accordance with the Association's Strategic Plan; 
  • Develop M&E plans for each project and define the associated M&E and reporting roles and responsibilities of ECOM and Sub-Recipients (SRs) – in collaboration with relevant program coordinator(s)

Development of M&E processes: 
  • Develop standardized M&E forms and requirements for each project, including SR forms and requirements, if applicable; 
  • Ensure that data sources and data flows are identified; 
  • Provide coordination/collection of input data for outcome and outcome baselines or other project milestones; 
  • Manage and coordinate assessment activities (developing an assessment protocol, conducting an assessment, preparing and completing an analytical report); 

Organization of data management processes: 
  • Ensure the development of an electronic catalog/database/web application for storing and archiving relevant project documentation (reports, source documents, supporting documents); 
  • Provide oversight and coordination of SR data management, as applicable; 
  • Develop data quality procedures and data quality assurance mechanisms; 
  • Provide oversight to ECOM and SR staff on data quality issues when necessary; 

Organization of reporting processes: 
  • Develop detailed procedures/instructions for the reporting process for each project, including for SRs, if applicable (data collection, data storage, supporting document requirements, etc.); 
  • Develop a schedule of reporting periods for each project, including CPs, if applicable; 
  • Ensure the collection of reports from SRs in collaboration with the appropriate program manager and finance/grants specialist; 
  • Participate in reviewing CP program and financial reports for completeness and accuracy of data and documents in collaboration with the appropriate Program Manager and Finance/Grants Specialist. 

Requirements for qualifications and experience
  • University degree in health, social or natural sciences or other relevant field;
  • 5 years of experience in monitoring and evaluation;
  • Practical experience in developing monitoring and evaluation plans for projects in the field of HIV and/or LGBT human rights; Practical experience in managing and delivering training and development for staff with diverse skills and abilities;
  • Deep understanding of issues related to HIV, health and human rights for LGBT people in Eastern Europe and Central Asia.

Skills and competencies
  • Practical research and writing skills for reporting and data analysis;
  • In-depth knowledge of using various data analysis tools; 
  • Advanced user of Microsoft and Google tools;
  • Strong communication and presentation skills;
  • Language: Russian (advanced level), English (high level).
