Human rights
Advocacy for the sustainability of measures to create an enabling legal environment to strengthen the response to HIV among LGBT people in EECA:
- Development and implementation of ECOM advocacy strategy and activities to create a favorable legal environment to strengthen the response to HIV among LGBT people in EECA;
- Coordination of the development of national action plans to improve legislation and the legal environment in EECA countries;
- Managing the monitoring of the human rights situation in the region, preparing regional and national analytical reports, documents, reviews, ECOM position papers on issues related to the human rights of LGBT people in EECA, based on the collected data;
- Involvement in the work of international human rights structures in order to improve the legal environment in EECA countries, including the UN human rights system, SDG procedures, OSCE, strategic litigation, etc.;
- Coordinating ECOM’s work to strengthen the capacity and leadership of LGBT people in EECA on legal literacy and advocacy;
- Strengthening the involvement of ECOM members in human rights work and ensuring their meaningful participation in relevant ECOM activities.
Management of ECOM's work in the field of human rights of LGBT people in EECA:
- Coordination of the implementation of the work plan of projects on human rights topics;
- Supervision of ECOM human rights specialists and interns;
- Management of ECOM projects on human rights topics;
- Preparation of donor narrative reports;
- Participation in the preparation of donor financial reports, together with the financial manager.
General advocacy:
- Contribution to the development and implementation of the overall advocacy strategy of ECOM, incl. ECOM advocacy campaigns and initiatives;
- Participation in the preparation of reports, analytical documents, reviews, ECOM position papers, ECOM statements related to ECOM activities;
- Support ECOM's participation in relevant international initiatives and alliances.
Communication. Together with the ECOM communications coordinator:
- Development of advocacy and information campaigns and events on human rights topics;
- Preparation of data, information, and other materials for advocacy and information campaigns and events.
Other:
- Conducting training for ECOM staff and members on relevant topics;
- Participation in the preparation of project applications for funding;
- Participation in the development and conduct of research;
- Other duties within the general scope of the job, as required.
Required qualifications and experience:
- University degree in human rights, law, international relations, or other social sciences;
- 5 years of experience in the field of human rights, human rights, and/or advocacy, incl. in countries other than one's own;
- Deep understanding of issues related to HIV, health and human rights for LGBT people in Eastern Europe and Central Asia;
- Good knowledge of regional and international policies and documents on HIV, sexual health, human rights and other relevant issues;
- Practical experience of involvement in the work of regional and international human rights mechanisms;
- Proven effectiveness in developing and implementing human rights advocacy plans and actions;
- Experience in campaigning and working with media.
Skills and competencies:
- Advanced user of Microsoft and Google tools;
- Language: Russian (advanced level), English (high level);
- Strong communication and presentation skills;
- Practical skills in preparing analytical documents.
