Position Objectives:  

The Gender Program Analyst supports GenDev’s Sectoral Integration Team by providing support on the care economy programming, policies, strategies, and frameworks through technical, planning, programming, policy advocacy, research and analysis, monitoring and reporting, communications and coordination, operations, and/or administration support. The incumbent will work as part of a team to build internal and external relationships and support progress towards USAID’s development and advancement of care economy infrastructure, specifically in expanding access to affordable and high-quality care services and infrastructure; creating gender-equitable employment opportunities in the care economy; and addressing the disproportionate impact of the COVID-19 pandemic on girls’ participation and learning outcomes.

Scope of Work:

  • Support USAID programming in the care economy and gender equity and integrated activities through all phases of the program cycle, including: design, communications, budget, implementation, and monitoring and evaluation
  •  Act as a point of contact for GenDev programming, policy, and budget information and assist with the development of programmatic and budgetary requirements;
  • Contribute to thought leadership on how to advance USAID activities in the care economy, both current and future
  • Conduct research and analysis  to support development of policies, strategic approaches, and to inform program activities
  • Serve as both a technical advisor and generalist as needed; including providing support for administrative tasks and duties, such as taskers
  • Support recurring and ad hoc reporting requirements
  • Facilitate and support coordination internally within GenDev, IPI, and USAID; and externally with donors, experts, civil society and community organizations, host governments, and other implementing partners in gender development goals
  • Support GenDev by performing administrative duties and tasks
  • Conduct occasional travel
  • Conduct other duties, as needed
  • The day-to-day management direction and oversight for this position will be provided within GenDev’s Sectoral Integration Team
  • As a contractor, this position will not perform “inherently governmental functions,” including the supervision of non-contractor personnel, or the signature/approval/authorization of commitments on behalf of the US Government
Minimum Qualifications:

  • Bachelor’s degree in international development, gender studies, women’s studies, public policy, program management, political science, or similar field plus 2 years of relevant professional experience; or a Master’s degree or higher in a relevant area of study
  • Experience with gender equality and women’s empowerment initiatives and programs in the international development context
  • Experience working with partner government representatives, international organizations, civil society organizations, donors, or implementing development partners
  • Experience working with budgets, understanding budget processes, and curating and overseeing financial portfolios
  • Strong interest in international development and gender equality within the context of the care economy
  • Familiarity with Microsoft and Google Suite of products
  • Compliance with all Federal or Agency COVID requirements to access Agency facilities, such as vaccination/public health requirements
  • Must be a U.S. Citizen able to obtain and maintain a Facility Access security clearance. Applicants with an active security clearance will be given preference
