Job Summary
Almost 60 percent of women and girls aged 15-49 in Papua New Guinea have experienced some form of physical and/or sexual violence – nearly double the global average. In addition, hundreds of sorcery-accusation-related violence cases are reported in the highlands every year with many more going unreported. The Gender/GBV Technical Advisor will be responsible for implementing and integrating a multi-faceted approach to address gender-based violence (GBV) and sorcery-accusation related violence (SARV) for this new Activity. The Gender/GBV Technical Advisor will work closely with the program team to lead GESI analyses from which to develop a project-level GESI plan and work with the team to develop programming to reduce violence against women and girls, increase access to quality, coordinated services for survivors, and create safer communities for women and girls, including promoting livelihoods and access to finance.
Essential Job Functions: Duties and Responsibilities:
  • Oversees the integration of Gender/GBV sensitivity and prevention measures into activities
  • Lead and/or participate in a Gender Equality and Social Inclusion (GESI) Analysis
  • Develop an overall GESI Action Plan for the project
  • Lead the development and/or adaptation of programming tools around GBV prevention, GBV response/services for target communities, and women and girls’ empowerment activities
  • Develop community engagement activities based on context specific and globally available tools
  • Work closely with other project-based Technical Specialists to integrate a GESI lens into activities
  • Ensure high-quality reports on activities, indicators, and achievements
  • Serve as the project Safeguarding Focal Point

Minimum Requirements:
  • Master’s Degree or its International Equivalent in Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field
  • Minimum 8 years experience working in international development settings with local or international organizations
  • Minimum 5 years experience working on gender and/or gender-based violence issues in conflict or post-conflict settings
  • Experience leading teams on GBV and SARV prevention, response and/or risk mitigation strategies
  • Positive and professional attitude, including ability to lead and work well in a team setting
  • Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
  • Comfortable attending and facilitating meetings and representing GBV issues
  • Excellent interpersonal and problem-solving skills, creativity, and flexibility
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
  • Experience working in Papua New Guinea, particularly in the Highlands region preferred 
  • Knowledge of English is required and conversational level Tok Pisin preferred
