The Institute for Human Rights and Business (IHRB) seeks expertise from a credible organisation with proven research experience and subject matter specialist on women workers and labour migration.

This short-term consultancy will take place over a period of 3 months (ideally August - October 2023) and with two key outputs:
1. an assessment and implementation guide of the Dhaka Principles for Migration with Dignity, using a gender integration lens and;
2. a research report on the recruitment of women migrant workers in global supply chains.
The review and report will highlight possible gaps in the current guidance and practice and develop recommendations to ensure the challenges faced by migrant women during the labour migration cycle are fully reflected in the Dhaka Principles and broader business and human rights initiatives.

DELIVERABLES
1. Dhaka Principles review:
○ Review the 10 Dhaka Principles (plus two core principles), using a gender lens to
examine gender inclusion. Provide a brief one- two page document with review
findings and recommendations.
○ Review the Dhaka Principles Implementation Guide, and produce an edited draft of the
implementation guide that includes clear, succinct recommendations, relevant key
conventions or international standards, and additional text to ensure women migrant
workers are better included throughout the guidance.
2. Research and draft a report focused on The Recruitment of Women Migrant Workers:
○ Key regions of interest would include Southeast Asia, South Asia, and North America.
The report should include the following sections:
i. Brief overview of flawed recruitment practices and the particular challenges they pose for migrant women workers.
ii. Review of recent data and current initiatives.
iii. Identification of current gender risks in Responsible Recruitment and Forced Labour related initiatives.
iv. Identification of gaps in research, legislation, and corporate human rights due diligence in relation to women migrant workers.
v. Recommendations for businesses that will support and protect women migrant workers.
vi. The final written report should examine how women workers experience migration and employment abroad, with a primary focus on recruitment related issues. Some key sectors for focus could include apparel, agriculture, tech factories and hospitality.
3. Prepare and deliver a webinar to present the research and recommendations to members of
the Leadership Group for Responsible Recruitment and possibly a wider audience.
4. Process review: Provide timely updates to the Leadership Group for Responsible Recruitment Manager on findings and timeframes for work still to be undertaken.
