Support Unit for Gender Equality (SURGE)
The overall goal of the Support Unit for Gender Equality (SURGE) is to improve the outcomes of Australia’s development program on gender equality and women’s empowerment through the provision of gender technical expertise. SURGE does this by providing DFAT with high quality, cost-effective, responsive technical assistance that supports and improves the quality and effectiveness of DFAT’s portfolio of existing investments and future programming that contributes to gender equality and women’s empowerment.

SURGE provides this support to DFAT by maintaining a panel of gender equality experts across multiple sectors who are able to be engaged to undertake the tasking notes received from DFAT requesting areas for all varieties of gender technical assistance – including but not limited to program designs and ICNs, GEDSI reviews and analysis, research papers, in country missions and program reviews and implementation.


The Role
SURGE is looking for an experienced gender coordinator to join it’s small but effective team. The role is 0.4 FTE, which is 16 hours per week. Roles and responsibilities of the SURGE Gender Coordinator will include, but are not limited to:
·       Support the Team Leader to manage and deliver on requests for gender technical assistance from DFAT including gender analysis, developing fit-for-purpose Terms of Reference/Tasking Notes, identifying suitable technical advisers from the SURGE panel, quality assuring products and supporting successful completion of assignments.
·       Support the preparation of SURGE Annual plans and reports.
·       Organise annual workshops, steering committee meetings, and panel briefings designed to learn about current and upcoming work, build and strengthen working relationships, and facilitate opportunities for shared learning.  
·       Cultivate and maintain relationships with key stakeholders, including GEB, DFAT Posts and panel members to obtain an understanding of priorities and to provide timely and relevant advice and information to DFAT as requested.
·       Ensure that SURGE activities and operations integrate cross-cutting themes including gender equality, disability and social inclusion, climate change, emergency preparedness and response and civil society engagement.


Reporting Arrangements
The Gender Coordinator will report to the SURGE Team Leader and work closely with the SURGE Technical Director, Operations Manager and Program Coordinator.

Selection Criteria
Essential Experience and Knowledge
·       Qualifications in international development, gender policy, advisory or programming.
·       At least 5 years’ experience in gender equality advisory, technical or program management work in the international development sector.
·       Understanding of and commitment to gender equality, women’s empowerment issues and DFAT priorities and development challenges in the Asia Pacific region.
·       Strong understanding of DFAT policy and programming priorities, systems and frameworks.
·       Outstanding relationship management and communication skills.
