OBJECTIVES OF THE ASSIGNMENT
The objective of the assignment is, for the consultant, to offer technical guidance, ensuring the seamless planning and proficient management of the project implementation under the direct supervision of the Climate Action Portfolio Manager and in close coordination with the Department of Climate Change and Environment (DCCE) under the Ministry of Natural Resources and Environment.
SCOPE OF WORK
Under the overall supervision of the Climate Action Portfolio Manager, UNDP Thailand, the Consultant will perform the following tasks:
• Prepare annual workplan and budget plan in close consultation with UNDP, DCCE, and other key stakeholders;
• Coordinate between stakeholders, facilitate technical discussions, and provide technical guidance to ensure successful project implementation;
• Facilitate UNDP and DCCE in organizing meetings and workshops with key stakeholders and/or working groups as required;
• Attend meetings and workshops, compile relevant information, and prepare the progress reports per the requirements of the respective donors
• Coordinate and consult closely with UNDP, DCCE, and experts under the project in reviewing and/or preparing the written products as a part of knowledge products dissemination;
DEGREE OF EXPERTISE AND QUALIFICATIONS

The minimum qualifications required are as follows:
Education:
• At least Master’s degree in international development, finance, economics, environmental studies, engineering, and/or related fields.
Work Experience:
• At least 2 years of relevant experience in project management and provision of policy advisory services, especially those related to climate change mitigation/adaptation at the national or international level;
• Proven at least 2 years working experience in climate finance, either public or private finance would be an asset;
• At least 2 years working experiences with government agencies on Nationally Determined Contributions (NDCs) is an asset;
• Good analytical, reporting and writing abilities
Functional competencies:
• Proven ability to work with government agencies, civil society groups and communities;
• Proven skills in training, facilitating meetings/forums/discussions, and presentations;
• Being a strong team player, able to work independently and possess excellent interpersonal skills;
• Proven ability to use adaptive management skills to revise activities in line with changing needs and circumstances;
Language requirements:
• Fluent in Thai and English, both speaking and writing.
