This is a request for proposals for an Urban Gender Data Consultancy at the City Hub and Network for Gender Equity (CHANGE).
Working at closer proximity to their residents than any other level of government, municipal leaders understand their local contexts and are essential in building equitable communities. CHANGE brings together cities that are seeking to remove barriers and expand opportunities for women, girls, and people with non-binary gender identities. As part of that work, CHANGE has been working to identify available data and possible indicators to measure gender equity at the local level since 2021. In collaboration with member cities and academic partners, CHANGE created an initial set of indicators to measure women’s experience in the city. We identified and gathered data against 30 indicators, across four themes: i) economic opportunity, ii) physical autonomy, iii) local governance, iv) built environment. The indicators are introduced in more detail in our Voluntary Gender Review. However, our original data collection revealed several challenges.

a) Assess their own progress across a number of broad outcome areas through scoring.
b) Learn from the gender-related policies and programs implemented and supported by other cities in the CHANGE network.
c) Strengthen their gender data collection and monitoring processes.
This approach is aimed at helping decision-makers gain a more profound understanding of the connections between local actions and gender related results.
CHANGE is looking to work three phases, this consultancy is focused on phases 1 & 2.
Phase 1: Framework Development and Data Collection (due April 12)
The first phase involves conducting a thorough desk review of gender data and policy/program mandates within CHANGE cities and creating a comprehensive gender data framework and data collection tool. This will be followed by provision of basic training to cities and supporting the data collection process.
Phase 2: Data Analysis and Dashboard Creation (due June 14th)
In this phase, the collected data will be analysed, scored, and synthesized to create a dashboard, offering valuable insights and visual representations of gender-related outcomes within cities. This basic dashboard will include a searchable, structured library of policies, programs and other actions driven and supported by city halls to support improved genderoutcomes.
