Scope of Work
a. Consultation, Literature Review, and Development of a Diagnostic Framework
• Identify key stakeholders in the aviation industries, such as airlines, airports, government agencies,
technical institutes and skills provider.
• Engage with these stakeholders to understand their perspectives and gather relevant data.
• Design a structured diagnostic framework.
• Ensure the framework is adaptable to different segments within the aviation industry.
b. Research and Data Collection
• Conduct a comprehensive literature review to understand the current state of research in aviation industry in the Cook Islands from gender perspective.
• Identify gaps and areas that need further investigation.
• Gather data on the employment arrangements in the sectors, including outsourcing and non-standard contracts.
• Identify variations in gender representation within different roles and analyze wages/income at each level. Investigate gender bias.
• Conduct workforce analysis including data to identify trends, challenges, and opportunities.
• Collect information on training challenges, opportunities, and costs, with a focus on gender-related disparities.
• Research the potential impact of automation and artificial intelligence on aviation jobs and gender dynamics.
• Undertake research into other areas aligned with the approved diagnostic framework.
c. Report, Knowledge Products, and Capacity Building
• Develop reports, that clearly outline research and analysis, a set of recommendations, and strategies to address gender disparities and promote gender equality within the aviation industry in Cook Islands.
• Conduct skills gap analysis in the technical fields for women staff working at the airport and Cook Islands Airport Authority. Propose capacity-building/technical training initiatives that can support women's career growth and training to excel in non-traditional technical fields.

Minimum Qualification Requirements
The consultant should possess the following qualifications and experience:
• Advanced degree in a relevant field, such as gender studies, aviation management, or social sciences.
• A minimum of ten years of experience in conducting gender-focused research and studies.
• Expertise in data collection, and gender analysis.
• Previous gender research on supply chains and gender.
• Experience in the Pacific is preferable.
